Systems Delivery Program Manager

Key Role:

Manage large client programs or projects. Focus on non-technical aspects of program and project management, including budgets, resources, and schedules. Balance client requirements and internal and third-party resources. Apply advanced principles, theories, and concepts. Contribute to the development of innovative principles and ideas. Work on unusually complex problems and provide solutions that are highly creative.

Basic Qualifications:

-Experience with successfully managing multiple small- to medium-sized IT and software development projects simultaneously within a program portfolio

-Experience with working in or implementing the Agile SCRUM or SAFe framework at the program or portfolio level

-Experience with leading risk management and mitigation activities for a large IT program

-Experience with effectively staffing, onboarding, and managing a large, multi-level technical team

-Experience with communicating the client’s conceptual vision to tangible work plans

-Experience with EPA’s IT architecture and infrastructure, including the E-Enterprise initiative and Exchange Network

-Experience with Microsoft Project for integrated project scheduling

-Experience with providing career development and mentoring support to a team of 6-8 delivery leads and administrative staff, including performing annual performance appraisals

-Knowledge of EPA’s environmental permitting and life cycle processes for compliance and enforcement pertaining to EPA’s Clean Water Act (CWA) programs

-Ability to manage the budgeting and financial processes associated with a multi-million-dollar program instituting cost controls while simultaneously meeting corporate profit targets

Additional Qualifications:

-Experience with program-level planning, coordination, and execution of major IT software development or system integration initiatives across multiple IT systems

-Experience with developing and executing program-level Technology Implementation Roadmaps

-Knowledge of modern IT technologies, including Cloud hosting, service-oriented architecture, microservices, and open data initiatives

-Possession of excellent interpersonal skills

-Possession of excellent oral and written communication skills

-BS degree in Information Technology or related technical field

-Project Management Professional (PMP) Certification

-Agile SCRUM or SAFe Professional Certifications
