Technical Manager

Key Role:

Lead, manage, and grow a developing business portfolio, including current and new business, lead tasks or segments of programs, provide technical leadership and direction to complete programs, and serve as the manager for a large, complex task order. Serve as the primary point of contact for government management personnel, analyze schedule, cost, and program resources, identify resource shortfalls, and make corrective recommendations. Maintain responsibility for the overall management of specific task orders and ensure that the technical solutions and schedules in the task order are implemented in a timely manner. Provide programmatic support to the government product manager, unit chief, and other leadership, own and execute program transition activities, and develop and maintain internal and external relationships critical to supporting client activities. Exercise independent judgment in selecting methods, techniques, and evaluation criteria to obtain results and develop and apply analyses of situations or data using an in-depth evaluation of various factors. Recognize and explore other work, tools, techniques, and technologies to improve or influence results and identify industry best practices with potential for adoption. Review and refine governance structure, policies, and procedures for managing change and requests to interface with IT systems and products

Basic Qualifications:
-12+ years of experience with performing complex functional project activities by providing management and supervision of multiple projects in software and systems engineering

-10+ years of experience with software build and release management
-6+ years of experience with supporting the government services sector, including the intelligence community (IC)
-5+ years of experience with managing multiple development teams contributing to a single product
-3+ years of experience with Agile, continuous integration, and continuous delivery (CI/CD) of large enterprise applications supporting thousands of users while maintaining 24/7 availability

-3+ years of experience with government proposal preparation
-Experience with managing government contracts and task orders

-Experience with portfolio-level management
-Active TS/SCI clearance
-BA or BS degree

Additional Qualifications:
-Experience with Cloud migration efforts

-Experience with software and hardware technology architectures.

-Experience with full stack requirements generation and development
-Knowledge of the IC’s information technology environment (ITE)
-Ability to operate effectively in a high pressure, high-tempo, dynamic environment

-Project Management Professional (PMP) Certification
