Technical SIGINT Manager, Senior

Key Role:

Provide Air Force senior–level subject matter expertise (SME) for technical electronic intelligence (Tech ELINT) policy, collection, signals and intelligence analyses, and telecommunications systems in support of Air Force Cryptologic Office (AFCO) at Fort George G. Meade, MD.  Assist AFCO leadership in coordinating, developing, and promulgating Air Force and technical signal intelligence (SIGINT) policies and capabilities enabling AF Service Cryptologic Component (SCC) technical SIGINT operations. Function as the organizational link between and the Air Force related to TechSIGINT revitalization efforts championing AF needs, including raising intelligence community mission capability. Provide policy analysis and guidance for Air Force TechSIGINT and tasking, collection, processing, exploitation, and dissemination (TCPED) policies, including strategies, and standards. Identify strategic implications of tactical efforts and recommend courses of action to proactively position the Air Force for success.

Basic Qualifications:

-12+ years of experience with tactical and national SIGINT or TechSIGINT policy, collection and requirements, data–processing, and Air Force Service, SIGINT operations, including advanced signals analysis, TechSIGINT and other SIGINT capabilities

-Experience with TechSIGINT information, including ELINT, Proforma, and foreign instrumentation analysis, including reporting, and processing and digital network intelligence

-Experience with national and Air Force mission operations projects and dataflow supporting a national agency’s operational missions

-Knowledge of multiple national and Air Force SIGINT collection systems

-TS/SCI clearance with a polygraph

-AA or AS degree

Additional Qualifications:

-Experience with SIGINT collection and survey requirements, system upgrades, and deployment projects

-Experience with national agency staff actions, including Staff Processing Forms (SPF) and directives

-Experience in working with national Target Offices of Primary Interest (TOPI) or Joint senior partners

-Experience with writing, interpreting, inspecting, or implementing

national and AF ISR policy, directives, and guidance

-Experience with Air Force staff actions, including operational instructions, AF Staff Summary Sheets (SSS), bullet background papers, Air Force memos, Air Force Instructions, or other policy manuals and directives

-Experience with computer network operations, Cyber analysis, and SIGINT for acquiring, identifying, reporting, and processing multiple mission types

-Knowledge of national and tactical analyses and SIGINT reporting vehicles and tools

-Graduate of an intermediate signals analysis course (451) or advanced intermediate signals analysis course (452), or entry level ELINT
