Technical Specifications Analyst, Senior

Key Role:
Manage an end-to-end process for the publication of data exchange standards, including technical specifications, from creation to approval. Prioritize standards and technical specifications for inclusion within an enterprise baseline and help resolve issues between agencies that may have competing requirements. Provide outreach for and education in technical specifications, including a 10-minute executive brief and work with developers to help them implement technical specifications. Assist with providing service architecture, standards, and specifications to enable the enterprise to architect and implement interoperable and reusable services across the enterprise. Evaluate and ensure that programs are adhering to technical specifications. Assist with strategy, architecture, policy recommendations, and analysis and configuration of XML data encoding specifications used for security, content discovery, retrieval, and audits. Speak to internal and external clients on behalf of the organization and work on long-range programs and objectives. This position allows for work to be conducted in Arlington, VA, McLean, VA, Annapolis Junction, MD, Bethesda, MD, Linthicum, MD, or Rockville, MD and is located in Bethesda, MD.

Basic Qualifications: 
-Experience with software development or computer science 
-Ability to be a team player and work in a collaborative environment 
-Active TS/SCI clearance with a polygraph 
-BA or BS degree in Engineering or IT and 5+ years of experience with developing, implementing, integrating, and evaluating systems engineering projects or MA or MS degree in Engineering or IT and 3+ years of experience with developing, implementing, integrating, and evaluating systems engineering projects 

Additional Qualifications: 
-Experience with XML 
-Experience with translating policy, including ICDs into technical specifications, such as Schema and Schematron 
-Experience with creating Microsoft PowerPoint presentations and articulating work to technical, developers, senior leaders, and management 
-Experience with Linux and system administration 
-Ability to work autonomously to complete loosely defined tasks, including operating without an SOP or user manual 
-Ability to perform technical tasks while thinking strategically about policy and governance and communicate effectively with variety of audiences 
-Ability to go from abstract to concrete and vice versa 
-Possession of excellent problem solving skills 
-BA or BS degree in MIS, Systems Management, Computer Engineering, CS, EE, or Information Systems preferred
