Technology Transition and Program Analyst

Key Role:

Support and contribute to the development, test and transition of new rapid acquisition capabilities to a DoD program of record. Coordinate complex multi-faceted efforts and develop concise executive level communications to defend and justify associated strategies, plans and funding. Provide acquisition support with budgets, strategies, schedules and all statutory, regulatory, and policy updates impacting acquisition documentation requirements, including JCIDS documents, contracting strategies and test and evaluation plans. 

Basic Qualifications:

-5+ years of experience in DoD acquisition programs

-Experience with Microsoft Office, including Word, Excel and PowerPoint

-Ability to apply critical thinking to complex tasks and deliver analysis and solutions

-Ability to comprehend technical programs at a high level to connect strategy and purpose and convert into tactical plans, including schedules, budgets, and contracting

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with submarine programs and/or submarine service is a plus

-Experience with technology development, test, certification and transition processes

-Experience developing funding strategies and working within the Navy’s Planning, Programming, Budgeting and Execution (PPBE) process

-Experience with Acquisition Category (ACAT) level programs, schedules and lifecycle acquisition requirements

-Experience with DoD acquisition documentation (JCIDS) and contract document development

-Knowledge of the NAVSEA and Program Executive Office organization and structure

-Knowledge of the FAR, DFAR, DoD 5000 and SECNAVINST 5000

-Knowledge of the Navy correspondence manual, English grammar

-Ability to collaborate and coordinate effectively with internal and external stakeholders and develop strategic communications plans

-Ability to clearly, effectively and efficiently communicate ideas

-Possession of excellent oral and written communication skills

-Ability to work independently and in a team environment

-Defense Acquisition University Certifications
