Training and Evaluation Specialist

Key Role:

Provide SME support to the management of a DoD-wide training program, including coordination with Combatant Commands to ensure USCYBERCOM-assigned forces are trained, certified, and interoperable with other Joint Forces. Establish and maintain training and certification standards for the Cyber Mission Force (CMF) and other Joint Cyberspace operations forces enabling USCYBERCOM operations. Assess the effectiveness of training to ensure training meets objectives and reinforces Joint standards and facilitate the readiness assessment of Cyberspace forces. Develop requirements for collective training and exercise events, including training evaluations and assessments and assist with identifying and tracking observations and lessons learned from training and exercise events both internally to USCYBERCOM and across the Joint Force. Support the validation of CMF and other USCYBERCOM assigned forces to meet the training and standards necessary to execute Combatant Command Cyberspace operations support requirements effectively.

Basic Qualifications:

-Experience with the human capital life cycle

-Experience with developing data collection approaches and tools, including qualitative and quantitative data analyses

-Experience with scale development, administration, and performance assessment

-Experience with creating and presenting oral and written presentations to decision makers

-Experience with subject matter expert group facilitation

-Knowledge of workforce development principles and models, including Cyber workforce frameworks, such as NICE and DCWF
-TS/SCI clearance with a polygraph

-BA or BS degree

Additional Qualifications:

-Experience with job analysis techniques and procedures

-Experience in working with professional certification or training-based certification programs

-Experience with developing professional or academic examinations or tests

-Experience with Instructional systems design (ISD) and ADDIE

-Ability to comprehend, apply, and analyze policies, processes, and procedures to administer certification programs

-BA or BS degree in Industrial/Organizational Psychology, Applied Psychology, Organizational Behavior, or a related field preferred; MA or MS degree in Industrial/Organizational Psychology, Applied Psychology, Organizational Behavior, or a related field a plus

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required
