Program Director

Key Role:

Act as a key leader in the development of cyber infrastructure capabilities for the U.S. Army. Monitor the cost, schedule, and performance of multiple projects using tools and regular interactions with team members, industry partners, and clients. Communicate through the creation of status updates, risk analyses, and critical path analyses and make experience-based recommendations for improvement to government leadership. Focus on growing the team by sharing your expertise with other analysts and lead through leadership and mentoring. Lead the improvement of DoD capabilities by developing a program strategy and eliminating risks across projects.

Basic Qualifications:

  • 15+ years of experience with Agile implementation, including establishing Scrum and Kanban frameworks at the team level and training teams on Agile foundations in the Scrum framework, including roles, responsibilities, and events and the Kanban and lean practices, including Work in Progress (WIP) limits and “walking the board”

  • 10+ years of experience as a PM for large software or information technology programs under government contracts

  • Experience with program or Agile Release Train (ART) level training or coaching for Program Increment (PI) planning, preparation, execution, program syncs, system demos, inspect, and adapt workshops

  • Experience in establishing an Agile framework at the program level, working with senior management and leadership teams, including Product Managers and Product Owners, and Agile program management of distributed development teams

  • Experience with leading development teams in distributed development and deployment environments at disparate classification levels, transitioning programs already underway, and leading program or technology modernization efforts to accelerate delivery to end users

  • Knowledge of DoD program or project management lifecycle and key Agile frameworks or tools, such as Scrum, Kanban, and story-mapping

  • Ability to evaluate, analyze, and document the requirements of a project throughout its lifecycle, providing effective and efficient management, tracking, and reporting of all work, travel support, and deliverables, such as Monthly Status Reports (MSR), minutes, trip reports, SOPs, WBS, and the accountability and security of all personnel

  • TS/SCI clearance

  • Bachelor’s degree

  • Project Management Professional (PMP) Certification

Additional Qualifications: 

  • Experience in large systems, including integration and modernization and delivery against service-level agreements and metrics for modern software delivery

  • Experience with multiple team collaboration and ideation tools, including Jira

  • Knowledge of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)

  • Master’s degree

  • CSM, ITIL 4, Level II Defense Acquisition Workforce Improvement Act (DAWIA), or Program Management Certification

Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $153,400.00 to $285,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
