Cost Estimating Analyst, Mid

Key Role:  

Provide Cost Estimating Analysis and functional expertise in support of Joint Strike Fighter Program development and sustainment of the F-35 Fighter. Develop the world’s most sophisticated multi-role aircraft. Provide complex financial management support for day-to-day program management, long-term forecasts, and information requests from the DoD, government, international partners, and foreign military partners. Assist in shaping system development of inputs into an integrated process supporting the military. Work as part of a multi-disciplinary team, to arrive at a consensus supporting the JPO enterprise. Provide strategic planning, programming, and budget support. Provide cast analysis support using CCARs and use the Services’ Navy ERP, and Air Force Legacy System as supporting systems. Use CCARS to provide JPO individual program managers with traceability and visibility into JPO’s budget and financial execution. Comply with financial transaction activities across F-35 JPOs and functional or staff organizations. Work collaboratively to assist in establishing F-35 JPO policy, provide critical decision support and analysis, and serve as a liaison with F-35 internal and external stakeholders. Leverage cost analysis expertise in client engagements and project work streams, including developing plans and approaches and overseeing cost analysis. Implement sound financial management execution and comprehensive project management in order to provide realistic development and sustainment costs for budget forecasts. 

Basic Qualifications: 

  • 2+ years of experience with the DoD PPBE process for an ACAT ID level program, including in the Navy, USAF, or Joint Services 

  • Experience with cost estimating and tools

  • Experience with using Microsoft Excel and PowerPoint 

  • Ability to interface with program managers and engineers to collect and normalize various types of data, including hours, SLOC, or contract actuals

  • Ability to build a model covering BY and TY costs using governmental deflators across the various appropriations

  • Ability to design innovative ways to display and present the costs compared to budget, plans, or cost metrics

  • Ability to brief and gain approval from program directors for their estimates that you have built

  • Ability to create comprehensive BOE and out-brief presentations required from US Services, international partners, and external review agencies

  • Secret clearance 

  • Bachelor's degree

Additional Qualifications:

  • Experience with CSDR reporting preferred

  • Ability to be creative and flexible

  • Possession of excellent verbal and written communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $51,600.00 to $106,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
