Defensive Cyber Operations Planner

Key Role:

Provide in-depth and technical knowledge in Department of Defense Information Networks (DODIN) Cyber Tasking Orders (CTO) to coordinate, track, and plan to develop orders and meet client mission objectives. Support the execution of deliberate or crisis plans and cyber risk mitigation. Assist the Navy in understanding, identifying, assessing, and managing risks affecting the secure operation and defensibility of cyberspace, inclusive of DoD intelligence systems, missions support systems, weapon systems, new technology, capabilities, networks, cyber physical system, control systems, cloud environments, and data stores. Provide guidance and assistance to Crisis Action Team, boards, bureaus, centers, cells, subordinate commands, and working groups, including DODIN, exercise support, and Maritime Planning Groups. Assist in drafting, coordinating, and attaining approval of plans and orders to subordinate commanders, external agencies, and combatant commands. Participate in joint planning to support initiatives. Analyze Concepts of Operations for the forces bringing them together in a global and holistic mission with clear guidance on how to operate and proactively standardize and mitigate risks of navy networks. Standardize tactics, techniques, and procedures and knowledge, skills, and abilities for all forces to the client, and provide clearly stated operational needs to the client. Work independently with minimal oversight.

Basic Qualifications:   

  • 7+ years of experience supporting military or government cryptologic or defensive cyber missions
  • Experience with data analytics
  • Experience coordinating and tracking cyber tasking
  • Experience in cyber risk mitigation
  • Experience coordinating with external organizations
  • Knowledge of CTO
  • Knowledge of service component relationships with higher level commands and subordinate task forces
  • Ability to conceptualize, develop, and staff courses of action through organization leadership to orchestrate employment of capabilities worldwide
  • TS/SCI clearance
  • HS diploma or GED  

Additional Qualifications:   

  • Experience drafting, coordinating, and attaining approval of plans and orders, and supporting cyber operations such as Named Operations, Cyber Protection Teams’ (CPT) defensive missions, Command Cyber Readiness Inspection (CCRI), and Command Cyber Operational Readiness Inspection (CCORI)
  • Experience analyzing and tracking vulnerability disclosure program (VDP) incidents as it relates to intelligence reporting
  • Experience with joint planning to support CYBERCOM or DODIN initiatives
  • Experience drafting Navy Orders, including CTOs, execution orders (EXORD), tasking orders (TASKORD), and operations orders (OPORD), and developing concepts of operation (CONOP)
  • Experience as an Action Officer (AO) and IP Officer, and briefing Senior Executive Service (SES) and General Officer or Flag Officer (GO/FO) leadership
  • Experience in intelligence driven defense or cyber Kill Chain methodology
  • Experience with Risk Management Framework (RMF), and end point security, including cloud-based internet isolation (CBII), Microsoft Defender for Endpoint (MDE), and Spinnaker
  • Knowledge of Microsoft Office programs, including PowerPoint, Excel, and SharePoint
  • TS/SCI clearance with a polygraph
  • Bachelor's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
