The Opportunity:
The Mission Delivery Lead serves as the senior leader responsible for Product Ownership, Agile governance, and execution baseline integrity across mission-critical ground system capabilities. This position provides leadership and oversight for product owners, release train engineers, and Scrum Masters, ensuring alignment between mission priorities, technical objectives, execution plans, delivery commitments, and program performance.
The Mission Delivery Lead serves as the primary bridge between mission engineering, software development, Verification, Validation, and Testing (VV&T), operations, and program leadership. This role is responsible for maintaining alignment between approved technical objectives and execution activities, governing the execution baseline within Jira, and providing visibility into delivery performance, execution risks, dependencies, and forecasted outcomes.
What You’ll Work On:
- Lead and mentor the product owner organization, ensuring effective translation of mission priorities, technical objectives, and systems engineering intent into prioritized backlogs, executable work, acceptance criteria, and delivery commitments.
- Lead and mentor release train engineers and Scrum Masters, establishing execution governance, planning discipline, dependency management practices, delivery reporting standards, and consistent execution processes across Agile teams.
- Establish and maintain governance of the execution baseline within Jira, ensuring alignment between approved requirements, features, priorities, implementation activities, verification activities, delivery commitments, and program reporting.
- Ensure alignment between mission priorities, technical objectives, backlog priorities, and program execution activities.
- Facilitate alignment across mission engineering, product owners, software development teams, VV&T, and operations to ensure priorities, dependencies, implementation activities, verification activities, and delivery commitments remain synchronized throughout execution.
- Establish and maintain delivery governance processes supporting planning, prioritization, execution, change management, and delivery reporting across the program.
- Lead program-level prioritization discussions and assess impacts associated with changing requirements, emerging mission needs, execution-driven growth, and resource constraints.
- Oversee dependency management, execution risk management, and delivery forecasting across multiple Agile release trains and teams.
- Develop and maintain program-level execution metrics, delivery health assessments, forecasting models, and performance reporting.
- Ensure execution data, planning artifacts, and delivery metrics accurately reflect current program status, commitments, and forecasted outcomes.
- Partner with program controls, finance, and Earned Value Management (EVM) organizations to ensure Agile execution data accurately supports program cost, schedule, and performance reporting, including forecast development, variance analysis, impact assessments, and communication of execution trends, delivery performance, emerging work, and execution-driven growth affecting program commitments, staffing, schedule, cost, and forecasted outcomes.
- Ensure work execution, planning activities, and Agile delivery processes are aligned with approved charge codes, control accounts, and reporting structures, providing clear guidance to teams and supporting accurate financial tracking and forecasting.
- Support customer engagements, program reviews, executive briefings, and delivery assessments through data-driven analysis and recommendations.
- Identify systemic execution challenges and implement process improvements to improve delivery predictability, transparency, accountability, and performance.
- Collaborate with program leadership to establish execution priorities, resource allocation strategies, and delivery objectives.
- Serve as the primary escalation point for execution concerns impacting delivery commitments, mission objectives, program performance, cost, or schedule.

You Have:
- 10+ years of experience supporting software development, systems engineering, integration, testing, operations, or mission-focused programs
- Experience leading product owners, release train engineers, Scrum Masters, or cross-functional technical delivery organizations
- Experience leading delivery efforts across systems engineering, software development, testing, and operational organizations
- Experience governing execution baselines, delivery metrics, backlog structures, reporting, and planning activities within tools such as Jira
- Experience developing execution metrics, forecasting models, delivery reporting, and program performance assessments
- Knowledge of systems engineering principles and software development lifecycles within complex technical environments
- Ability to translate technical objectives and mission priorities into executable work, delivery plans, and measurable outcomes
- Ability to assess and communicate impacts associated with changing priorities, emerging work, execution performance, resource constraints, technical risks, and delivery commitments
- TS/SCI clearance
- Bachelor’s degree in a STEM field
Nice If You Have:
- Experience serving as a systems engineer, software developer, technical lead, product owner, technical program manager, or comparable technical leadership role
- Experience supporting large-scale government, defense, intelligence, or space-related programs
- Experience supporting development, operations, and sustainment environments
- Experience supporting program controls, EVM, forecasting, or integrated program performance management activities
- Experience operating within SAFe or other large-scale Agile delivery frameworks
- Possession of excellent leadership, communication, facilitation, analytical, and stakeholder engagement skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $112,800.00 to $257,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
