Subcontracts Administrator, Senior

Key Role:
Provide pre-award and post award subcontract administration support for a subaccount. Negotiate non-disclosure agreements, teaming agreements, and subcontracts. Award task orders and modifications in a fast-paced multi-task environment. Assist with the formulation of pricing strategy for the firm and conduct cost analyses and evaluation of subcontractor proposals. Review prime contracts for proper inclusion of subcontract terms and conditions and organize all subcontract file documents. Assist other subcontract administrators in the Western region with supporting multiple teams and program managers. Perform data gathering and analysis activities to support subcontract negotiations. Attend program reviews and collabortate with Finance, Acquisition, and the Program Management office. Ensure compliance with Contractor Purchasing System Review and Self-Governance requirements.               

Basic Qualifications:

-8+ years of experience in procurement and subcontract administration with contractors to the federal governments
-Experience with government subcontract file documentation and CPSR requirements

-Experience with the proposal process in support of federal acquisitions
-Experience with computer work, including Microsoft Office and learning and working in procurement and financial systems
-Knowledge of Federal Acquisition Regulations (FAR) and various types of contracts, including FFP, CPFF, and IDIQ T&M
 Knowledge of GSA schedules, GWACs and IDIQ vehicles  

-Ability to be flexible and perform as part of a team
-Ability to work independently in a fast-paced, geographically dispersed environment

-Ability to obtain a security clearance

-BA or BS degree in Business Administration


Additional Qualifications:
-Experience in negotiating complex subcontract terms with defense contractors
-Experience with Small Business Subcontracting plans and outreach programs

-Knowledge of Indemnification, Limitation of Liability, Insurance, and Organizational Conflict of Interest (OCI) Issues

-Possession of excellent oral and written communication skills
