Instructional System Designer

The Opportunity:

Develop and revise curriculum in strict adherence to client standards and related DoD or Navy guidance, ensuring all instructional materials, course control documents, and testing artifacts meet established quality and compliance requirements. Conduct thorough training needs and task analyses and coordinate with SMEs, rating leads, and Curriculum Development Branch (CDB) personnel. Produce Instructional Media Design Packages (IMDPs), Course Training Task Lists (CTTLs), Training Project Plans (TPPs), and Learning Objectives (LOs) aligned to validated learning targets. Apply the full range of client test development standards to create, revise, and validate assessments, including developing test banks, grading tools, and performance-based evaluation materials that align directly to approved objectives. Utilize practical knowledge of DoD and Navy curriculum development processes, proficiency with Learning Management System (LMS) integration, and the ability to ensure all products support the client’s requirement for instructionally sound, measurable, and operationally relevant training.

You Have: 

  • 7+ years of experience researching, planning, developing, evaluating, and updating lessons, courseware, and student instructional materials in coordination with Instructional Systems Design (ISD) personnel 

  • 3+ years of experience with Content Planning Module (CPM) and Learning Objective Module (LOM) 

  • Ability to collaborate with client personnel to conduct comprehensive Training Needs Analysis (TNA) that identifies security competencies, training requirements, goals, learning objectives, topics, instructional strategies, media selection, and training recommendations for a specified audience 

  • TS/SCI clearance 

  • Bachelor’s degree in Instructional Systems Design or Adult Education 

Nice If You Have: 

  • Knowledge of DoD Information Network (DODIN) operational environments 

  • Knowledge of Navy Training Processes and Curriculum Development 

  • Ability to display self-organization, self-management, self-initiation, and follow through 

  • Master’s degree in Instructional Systems Design or Adult Education 

Clearance: 

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $52,900.00 to $108,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
