Joint Electromagnetic Operations Spectrum Manager

As a Joint electromagnetic spectrum operations planner on a team, you’ll assist the client with understanding their electromagnetic operational environment. You’ll serve as an electromagnetic spectrum planner within a Combatant Command to conduct deliberate and contingency planning, analysis of functional plan development, and validation, coordination, and integration in conjunction with higher headquarters, components, the DoD, and Interagency. You will provide quality and relevant input on electromagnetic spectrum management employment to strategic and operational plans, contingency plans, operations orders, execution orders, fragmentary orders, and strategic operational analysis reports. You’ll apply expertise in electromagnetic spectrum doctrine, operations, policy, and authority and integration of lessons learned to support senior leader decision-making for time-critical recommendations, often under pressure. You will share expertise with other analysts through leadership and mentoring. You’ll work closely with the client to deconflict and synchronize frequency and SATCOM planning functions into operations.

You Have:  

  • 10+ years of experience with operations in the Navy, Marine Corps, Air Force, or Army
  • 5+ years of experience with electromagnetic spectrum operations in the DoD as an Electromagnetic Spectrum Manager or Electronic Warfare Officer (EWO)
  • Experience with Spectrum XXI data exchange capability and Host Nation Spectrum Worldwide Database Online (HNSWDO), including HNSWDO and Joint Spectrum Data Repository (JSDR) access
  • Experience with Joint functions at the operational, strategic, or national level
  • Knowledge of threat radar systems, including RF signal processing designs and techniques, electronic warfare intelligence data systems and databases, and how they are used in programming or reprogramming electronic warfare systems
  • TS/SCI clearance
  • Bachelor’s degree

Nice If You Have:  

  • Experience with a Major command or Combatant Command
  • Experience with COMSATCOM or MILSATCOM planning, and using spectrum management tools
  • Experience with the planning or management of electromagnetic spectrum operations
  • Experience with Joint Doctrine Note 3-16, CJCSI 3320.0D, and JP 3-85 Joint Electromagnetic Spectrum Operations
  • Experience with CJCSM 3320.01 series and Joint operations in the electromagnetic battlespace
  • Experience developing and coordinating a Joint Restricted Frequency List (JRFL)
  • Experience using the Electronic Warfare Integrated Reprogramming Database (EWIRDB), and with technical SIGINT tools and analytic applications
  • Experience with the Joint Targeting Toolkit (JTT), Modernized Integrated Database (MIDB), and Master Air Attack Plan (MAAP) Toolkit
  • Graduate of the Interservice Radio Frequency Management School (IRFMS) or the Army Spectrum Management Course
  • Project Management Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
