Job Description
Key Role:
Serve as a planner and project manager in the public works branch, responsible for developing, coordinating, and implementing short, mid, and long-range components of Strategic Basing Actions. Prepare and implement outline plans for facility activities as related to existing unit relocations or consolidations and new unit activations. Perform professional work concerned with facility planning, identifying needs, resources, problems, and solutions, and providing analytical assistance to military and civilian leaders in making decisions on goals, policies, priorities, plans, programs, and methods of implementation designed to support the installation’s military mission. Evaluate facilities requirements, subsequent planning, and execution of work, develop and maintain Unit Transition Movement and Unit Transition Project Trackers, prepare project programming documents and site plans, and execute scheduled planning and coordination of all such planning actions with the appropriate installation stakeholders. Coordinate, develop, and oversee compliance of one or more force structures of installation support programs with established policies and procedures developed by U.S. government organizations. Coordinate with staff to de-conflict project schedules, priorities, and requirements between projects and installation support programs such as infrastructure, resiliency, energy independence and resiliency, fuels, explosive safety planning, installation security, or quality of life initiatives. Represent the team at monthly working group level meetings with Unit Transition Representatives and quarterly briefings.
Basic Qualifications:
Experience planning, coordinating, and deconflicting military, municipal, federal, or state facility plans, reading project design drawings, conducting existing condition surveys, defining project scope, and completing U.S. government form DD 1391
Experience conducting staff-level planning for the purpose of coordinating requirements from multiple stakeholders and advocating for those requirements as needed
Knowledge of planning concepts, principles, techniques, and practices, and the social economic, political, and physical elements of community planning
Knowledge of concepts, principles, techniques, and practices for master planning, installation planning, facilities planning, and facilities sustainment, restoration, and modernization (FSRM), or the civilian community, such as urban and regional planning, campus, or facilities planning
Knowledge of architectural and engineering design, construction, and use of land, structures and buildings, and military organizations, equipment, and missions
Ability to conduct data analysis and make recommendations regarding facilities planning and data-informed refinement of plans, methods, and techniques
Ability to identify facility needs, resources, and problems, and provide analytical assistance to military and civilian leaders in making decisions on goals, policies, priorities, plans, programs, and methods of implementation designed to support required activities of the installation
Ability to work independently without specific guidelines to identify facility requirements and interpret, adapt, and apply policies, guides, procedures, regulations, and precedents to new or unique situations
Secret clearance
Bachelor’s degree in Engineering or Community Planning, or 5+ years of experience in facilities planning in lieu of a degree
Additional Qualifications:
Experience with OCONUS Facility Planning
Experience conducting DD 1391 programming level Cost Estimating for facilities projects
Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,300.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
