Biological Research and Development Technical Consultant

That is why we need you, an experienced scientist who can critically review scientific and technical data and provide high-quality support. 

As part of our team, you'll serve as a strategic technical consultant to the Advanced Research Projects Agency for Health (ARPA-H), helping conceptualize, create, and execute advanced government-funded research and development programs to accelerate better health outcomes for everyone. You’ll work with world-class scientists and engineers to support the development of high-impact solutions to society's most challenging health problems. You’ll leverage technical expertise to provide strategic assessments of new technologies in support to senior ARPA-H decision makers. You’ll maintain responsibility for producing and presenting findings and recommendations to a team of colleagues and clients on the feasibility and potential impact of future research programs, assist with the management of current programs, and facilitate commercialization of successfully developed technologies.  

You'll help clients to evaluate scientific findings, serve as a technical expert, and complete research and analysis to determine viable solutions. You will be responsible for managing incoming requirements and facilitating engagements within offices and across the Agency. You will be readily available to shift your focus to fulfill emerging client requests. Your attention to detail, flexibility, communication skills, understanding of the client's mission, and problem-solving skills will enable the mission's success. 

What You’ll Work On

  • Assist, support, and provide advice to the Program Manager or Mission Office leadership to further the development and progress of new and existing programs. 

  • Conduct thorough scientific evaluations of the current R&D landscape to identify gaps in research portfolios to address critical needs aligned with the ARPA-H programs. 

  • Monitor and track performers' progress toward established metrics, read and digest complex information, and develop briefings for technical and non-technical audiences. 

  • Critically review scientific and technical data. 

  • Operate independently and in a group environment in support of technical R&D efforts. 

  • Perform some administrative duties such as collecting, sorting, analyzing, and writing internal programmatic reports or briefings on relevant topics in a health-related field.

You Have: 

  • 4+ years of R&D experience in molecular or cellular biology, immunology, virology, genetics, biochemistry, biomanufacturing, neuroscience, public health, or mental health

  • 4+ years of experience in research design, oversight, and leadership, and clinical implementation, regulatory, or roles in biotech companies 

  • Experience leading a successful effort aimed at a comprehensive understanding of state-of-the-art research efforts in a particular health-related domain, including efforts in industry, academia, or private foundations 

  • Experience effectively synthesizing and communicating research findings verbally and in writing 

  • Experience searching across multiple databases, data repositories, web portals, search engines, and scientific journal platforms 

  • Ability to ask insightful questions that challenge traditional thinking  

  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements 

  • Doctorate degree in Biological Sciences 

Nice If You Have: 

  • Experience in support of an Advanced Research Projects Agency (ARPA) organization such as DARPA, IARPA, ARPA-E, or ARPA-H

  • Experience in a consulting environment 

  • Ability to develop and convey meaningful insights, significant contributions, and recommendations to address complex client issues 

  • Ability to learn, grow, and develop new skill sets 

  • Ability to display creativity and resourcefulness 

  • Ability to multi-task and prioritize responsibilities 

  • Ability to manage multiple short- and long-term projects effectively 

  • Ability to pay strict attention to detail and diligent adherence to deadlines and deliverables 

  • Possession of excellent verbal and written communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
