Key Role:
Support strategic context, operational design, and mission analysis. Apply critical and creative thinking to define the nature of complex national security problems. Conceptualize and construct frameworks to explain the operational environment. Analyze client’s mission and intent, organizational relationships and purpose of proposed operations to develop strategic knowledge of the operational environment and frame mission analysis. Design and shape impending operations using knowledge of the operational environment to develop broad operational approach. Develop Plans and Orders in support of exercises and wargaming, offensive and defensive operations, crises and contingencies, and combat operations. Develop plans using all phases of the Joint Planning Process (JPP). Conduct capability assessments including force readiness projections, risks and vulnerabilities, and adversarial parameters. Apply Joint doctrine and publications to develop Planning Orders (PLANORDS), Execution Orders (EXORDS), Operation Plans (OPLANS), Concept of Operation Plans (CONPLANS), Campaign Plans, Theater Strategy, and cooperative security agreements to plan cyberspace operations. Draft Warning Orders (WARNORDS), Operation Orders (OPORDS), and assessment guidance.
Basic Qualifications:
- 10+ years of experience in military or government supporting a cyberspace strategic and operational environment or cryptologic mission in a professional environment
- 3+ years of experience with operational planning on a joint staff, combatant command (CCMD), or Service component staff
- Experience with the Joint Planning Process (JPP) and developing and revising DoD Joint planning doctrines and processes
- Experience with participating in planning conferences, drafting reviews, and developing PLANORDS, EXORDS, OPLANS, CONPLANS, WARNORDS, and OPORDS
- Experience supporting Operational Planning Teams (OPTs), Joint Planning Groups (JPGs), or Maritime Planning Groups (MPGs)
- Experience with coordinating operational requirements amongst internal and external staff and agencies
- Knowledge of Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), signals intelligence (SIGINT), information operations (IO), or space and electronic warfare
- Ability to draft executive summaries and make recommendations
- TS/SCI clearance with a polygraph
- HS diploma or GED
Additional Qualifications:
- Experience in the Adaptive Planning and Execution (APEX) planning process or Joint Operation Planning and Execution System (JOPES)
- Experience in DoD Information Technology (IT), Department of Defense Information Network (DoDIN), or cyberspace tactical environments
- Experience with preparing project charters and with leading and organizing operational assessment efforts including working groups, development of MOPs and MOEs, and data analytics
- Experience with analyzing operational assessment methodologies and decision criteria and with preparing and presenting briefings to senior leadership
- Experience with Cybersecurity and Cyberspace operations principles and practices
- Knowledge of operations in mission areas including network operations, network defense, signals intelligence, information operations, space, or electronic warfare
- Ability to create and maintain KM solutions and execute MS Excel and MS PowerPoint functions
- Bachelor’s degree
- Joint Officer Designation preferred
- Completion of Joint Cyber Operations Planners Course (JCOPC)

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,900.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
