Defense Congressional Analyst, Mid

Key Role:

Provide a Navy client with legislative and Congressional support throughout the annual Defense Authorization and Appropriations process. Leverage existing Planning, Programming, Budgeting, and Execution (PPBE) systems and databases to coordinate, track, report, and make appropriate analyses and recommendations to support government decisions on requirements, milestones, and progress. Provide analysis to support the development and implementation of Navy and Marine Corps strategy and policy. Analyze risk-based strategies for legislative processes and planning. Analyze and track metrics for strategy implementation. Provide analysis to identify, define, and close requirements using the legislative process. Support clients in working through DoD and service internal financial management processes.

Basic Qualifications:

  • 3+ years of experience in a professional work environment
  • Experience with Congressional or legislative affairs, the Congressional Authorization and Appropriations process, the DoD legislative process, including program objective memorandum (POM) preparation, Budget Estimate Submissions (BES), or Budget Exhibit preparation, and working around senior Congressional staff, DoD, or Navy officials
  • Experience with Navy staff or Defense, Joint Staff, or Combatant Command (COCOM) staff
  • Experience with requirements analysis and identification in Navy and Marine Corps programs
  • Experience with regular direct client interactions, including supporting project delivery, delivering presentations, or leading client meetings
  • Experience with using Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint
  • Knowledge of DoD financial management policies and processes
  • Knowledge of data analysis and visualization tools
  • Secret clearance
  • Bachelor's degree

Additional Qualifications

  • Experience working on Capitol Hill as a Congressional Staffer, DoD, Navy Office of Legislative Affairs, or in a DoD or Service Budget Liaison role
  • Experience with the Program Budget Information System (PBIS)
  • Experience with Navy ERP and Task Order Management (TOM)
  • Experience with reviewing and drafting 'Reclamas' as part of the annual Authorization and Appropriations process
  • Experience with working independently, creatively, and analytically in a problem-solving environment
  • Ability to track and comprehend acquisition and procurement goals as they move through the legislative cycle
  • Ability to plan, organize, and execute tasks with minimal direction

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,400.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
