Collective Training Strategic Planner, Senior

Key Role:

Provide collective training planning support to the command’s training centers and associated programs for unit readiness and modernization. Coordinate with stakeholders to synchronize and resource combat training center (CTC) rotations and INDOPACOM Joint Multi-Domain Training and Experimentation in Hawaii, Alaska, and abroad in the Indo-Pacific, Warfighter exercises, and other collective training requirements. Analyze, coordinate, and document collective training programs and strategies as related to the Commander's Training Guidance, higher headquarters’ regulations, and other training guidance and policies. Conduct an analysis of collective training programs to identify improvement areas and make recommendations to enhance collective training strategies, modernization, resources, and execution. Manage databases, programs, and other planning tools to inform collective training strategies and collaborate with technical and non-technical stakeholders to develop collective training Concept of Operations (CONOP) plans, Plans of Action and Milestones (POA&M), near and long-term calendars, Cost Benefit Analysis (CBA), Organization and Operations (O&O) documents, policy, terms of reference, and other collective training documents, briefs, and presentations to support Army and Joint training and readiness processes and initiatives. Plan, coordinate, facilitate, and document collective training meetings and working groups to synchronize activities in support of CTC, Joint, and multi-national training events. Leverage understanding of OPFOR, OPSG GRPs, Mission Command Systems, other Battle Command Systems, Training Aids, Devices, Simulations and Simulators (TADSS), mission-specific digital systems and tools, Instrumentation Training Analysis Computer Simulations and Support (ITACSS), and other available assets to inform the design of training center, exercises, and experimentation events.

Basic Qualifications:

  • 15+ years of experience with operations, including field grade officer or higher level 
  • 6+ years of experience with operational planning at the division, corps, or theater level 
  • 2+ years of experience in the Joint environment 
  • Experience with the Joint Operational Planning Process (JOPP)
  • Knowledge of the five stages of the Joint Exercise Life Cycle (JELC) 
  • Secret clearance
  • HS Diploma or GED

Additional Qualifications:

  • Experience at a Combat Training Center (CTC), Mission Training Complex (MTC), or the Mission Command Training Program (MCTP)
  • Experience with planning or supporting CTC rotations or Warfighter exercises
  • Experience with organization resourcing and programmatic activities, including Total Army Analysis (TAA), Cost Benefit Analysis (CBA), and Program Objective Memorandum (POM) submissions
  • Experience with exercise design and control of Joint, bi-lateral, and multi-lateral exercises
  • Experience with LVCG training environments, including situational training exercise (STX) and command post exercise (CPX) at Battalion and Brigade levels
  • Experience with Army Mission Command Networks and Systems (MCNS)
  • Experience in the Indo-Pacific theater
  • Top Secret clearance
  • Bachelor's degree
  • Graduate of a War College, CGSC, or Battle Staff
