Security Cooperation Program Manager

We have an opportunity for a consultant to join our team as we work with our clients to develop and execute mission-essential priorities in real-time. This position requires travelling CONUS and OCONUS.

You Have:

-8+ years of experience in working with DoD security cooperation or DoD security assistance communities

-8+ years of experience with project initiation, design, execution, monitoring and evaluation, and closing

-8+ years of experience in leading DoD planning or supporting operations, strategy, and policy organizations with Service, Joint, non-DoD organizations, or foreign nations

-Knowledge of DoD Security Cooperation data management systems, including G-TSCMIS, OHASIS, or CIDNE

-Ability to communicate with General Officers, Flag Officers, or Senior Executives through formal presentations and impromptu office calls

-Ability to lead the development of strategic objectives and supporting implementation plans, policy, and procedures

-Ability to manage competing priorities in a fast-paced environment, work independently and as part of a team, analyze complex data, and prioritize tasks to track progress and outcomes through a performance monitoring plan

-Ability to execute foreign travel for up to 25% of time

-Secret clearance required

-BA or BS degree required

Nice If You Have:

-Experience with conducting Foreign Area Officer (FAO) or Security Cooperation Officer (SCO) duties alternatively

-Experience with developing capacity building programs, including NDAA Section 333 or Section 1263

-Experience in working with Interagency partners, including DoS, HQDA, or SecDef

-Experience at a Geographic Combatant Command or service component command headquarters, specifically Army preferred

-Knowledge of federal regulations related to security cooperation preferred

-MA or MS degree in International Relations or Foreign Policy

-Defense Institute for Security Cooperation Studies (DISCS) Certification

-Project Management Professional (PMP) Certification
