Financial Analyst, Senior

Key Role: 

Maintain responsibility for budget analysis and budget execution development and support as a financial analyst in close partnership with federal clients within the Department of Energy. Leverage best practices and subject matter expertise to review, analyze and report on federal financials, including departmental accounting data, headquarters program direction management, and budget formulation requests.  Work with EM field sites to ensure financial data quality. Perform analyses on EM spend plans, non-labor requests, uncosted balances, formulation submissions, and other budget related reviews. Support EM in reviewing special financial situations such as funding lapse drills, carryover analyses, and other financial related reporting. Develop budget visualization tools to efficiently review federal financials. This position may require occasional travel to support EM budget and planning workshops or site-specific reviews.

Basic Qualifications:

  • 15+ years of experience in consulting, financial, or business-related field
  • Experience with DOE federal accounting systems including STARS or STRIPES
  • Experience of supporting funds management including funds tracking, obligations, or costs management
  • Experience providing support and advise to federal senior management
  • Experience with project management
  • Knowledge of Congressional budget processes
  • Ability to analyze and report on financial and data in support of budget execution including cost variances and forecasts
  • Ability to work independently in support of federal clients
  • Ability to obtain a security clearance
  • Bachelor's degree

Additional Qualifications: 

  • Experience in navigating Departmental and EM support systems such as the EM Financial Information System
  • Experience with system requirements gathering and testing
  • Master's degree
