Budget Analyst, Mid

Key Role:

Act as a key technical expert on financial analysis issues, concerns, and special projects by providing solid budgeting and cost estimation submissions using a forward-looking tool such as the Resource Allocation Plan (RAP). Comprehend the clients Planning, Programming, Budgeting and Execution (PPBE) process and how it impacts the acquisition cycle on programs and projects and draft a Statement of Work (SOW), Statement of Objectives (SOO), Independent Government Cost Estimate (IGCE), and Market Research for procurement submissions. Ensure monetary obligations are transferred, including financial transactions, MIPR, and reimbursable, and identify and recover expenditures. Analyze the preparation and conduct re-programming and adjustments of funding to cover shortfalls, unanticipated expenses, or unexpected emergencies and provide advice on budget and related matters, such as the types of funding available, the effects of budgetary changes on related activities, and the status and use of funds. Identify and analyze financial and budget risks, assist with developing mitigation strategies, and determine trends in spending and forecast annual funding needs. Analyze data for prior, current, and out-year in preparing financial plans. Monitor financial performance, provide financial forecasting and reports and provide ad-hoc financial analysis and reporting as needed.

Basic Qualifications:

  • 5 years of experience with budgets, spending plans, or accounting
  • Experience with government financials and budgeting
  • Ability to review, research, consolidate and summarize financial plans
  • Ability to establish and maintain a collaborative relationship with government personnel who have budget planning and execution responsibilities
  • Ability to perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds
  • Ability to obtain a security clearance
  • BA or BS degree

Additional Qualifications:

  • Experience in responding to data calls and providing the most accurate and relevant information to the requester in a timely manner
  • Ability to use automated systems, including the Science and Technology (S&T) Office of the Chief Information Officer (OCIO) Acquisition Review Tool (ART), S&T Procurement Requests (PR)tracker, Federal Financial Management System (FFMS), e-Procurement Information Center (EPIC) and Compu search PRISM for commitment, obligation, and expenditure documents and forecasts for assigned projects while maintaining control and accountability for funds
  • Ability to manage a spend plan tracking tool for commitments, obligations, and procurement request (PR) submissions
  • Public Trust clearance
