Multi-Domain Command and Control Operational Planner

Key Role:
Apply expertise in tactical, operational, and strategic Command and Control (C2) systems to operational network planning, direction, command relationships, authorities, doctrine, architecture implementation, tactics, techniques, procedures (TTPs), and support for the development of Commander’s guidance across the air, space, and Cyber domains. Identify, analyze, and evaluate complex or highly sensitive systems, policies, processes, or instrumentation related to foreign threats or homeland security and analyze the determination of a procedure for solving complex design, integration, and analytical problems. Report changes, trends, and implications regarding the design and integration of evolving systems and instrumentation and prepare briefings and reports on analysis methodology and results. Apply subject matter expertise to assisting with the integration of Command, Control, and Communications (C3) assets into joint and coalition architectures supporting theater-level air, space, and Cyber operations and exercises and coordinate and develop C2 relationships between US, allied, and coalition stakeholders. Apply expertise to coordinating with joint, allied, and coalition C3 SMEs to ensure accurate and timely updates of information for use by the Commander during exercise or real-world operations. Support the development and management of the Theater Common Operating Picture (COP) and Theater Multi-Tactical Data Link Network (MTN). Support a multi-domain training and readiness program by providing suggestions to revise or add applicable Joint Mission Essential Tasks (JMETs) and Defense Readiness Reporting System (DRRS) metrics.  

Basic Qualifications:

-10+ years of experience with strategic and operational planning, programming, requirements, and operational analysis

-7+ years of experience with joint and combined air tactical C3 plans, programs, and operations

-Experience with developing, writing, and articulating multi-national command and control plans and defense designs to senior military leaders

-Knowledge of tactical and operational C3 operations and associated weapon systems and tactics

-Top Secret clearance required

-BA or BS degree

Additional Qualifications:

-Experience in working with Army, Navy, Marine, or coalition partner aerospace C3 systems in a joint or allied environment

-Experience with air defense, missile defense, battle management, defensive counter air, offensive counter air, and space and Cyber planning or operations

-Experience as a pilot, weapon systems officer (WSO), combat systems officer (CSO), or air battle manager (ABM) conducting air operations, defensive counter air, attack operations, or air battle management

-Experience with preparing and organizing point papers, background papers, Concepts of Operations (CONOPS), Concepts of Employment (CONEMP), and briefings for senior officers

-Experience with performing or directing scientific and technical C2 analysis

-Experience with managing militarily significant projects at the Joint Staff, Air Staff, Combatant Command, or Major Command level

-Experience with leading teams focused on accomplishing tasks with Service-wide impact

-Knowledge of the European Theater of Operations (ETO)'s operational plans, multi-domain weapon systems capabilities and limitations, friendly and adversary TTPs, and aerospace doctrine

-Ability to broadly apply basic principles, theories, and concepts to job assignments

-Ability to solve a diverse range of complex problems while working with limited direction and leading team members focused on projects with operational and strategic impact

-TS/SCI clearance preferred

-MA or MS degree in Operations Research Analysis, Economics, International Relations, Engineering, Defense Studies, or related field
