Security Cooperation Analyst and ISR SME

Key Role:

Leverage Intelligence, Surveillance, and Reconnaissance (ISR) subject matter expertise to programmatic analysis and security cooperation proposal development in support of Department of Defense (DoD), service component country and regional plans and programs. Collaborate with DoD subject matter experts to identify partner nation ISR requirements and develop ISR concepts of operation and training plans to inform security cooperation plans and proposal development. Lead joint and combined coordination activities to ensure ISR training and equipment requirements are fully defined and integrated with air-to-ground and light attack initiatives in support of DoD campaign objectives. Maintain a current register of ISR platforms and ancillary equipment on the African continent to capture trends and inform changes and initiatives for design and integration of evolving systems and capabilities through coordination with DoD organizations. Identify opportunities to increase, improve, or establish partner nation ISR capabilities through U.S. security cooperation, partner, and third party nation programs by assessing partner nation capacity to train for, contribute to, and conduct military operations and peace operations. Apply expertise to assess the impact of new policies and directives on existing and proposed ISR security cooperation programs and preemptively identify issues to mitigate risks to successful execution of training programs. 

Basic Qualifications:·      

-6+ years of experience with DoD ISR policy, operational planning and execution, and maintenance or acquisition of tactical and operational sensor and communications equipment

-2+ years of experience with DoD security cooperation or security assistance programs

-Experience with using Microsoft Office, including Word, PowerPoint, Excel, and Project

-Experience operating U.S. military communications equipment, including frame and motion imagery transmission methods and technologies, video down links, and mobile and hand-held video display capabilities

-Knowledge of imagery and intelligence principles, including the Tasking, Collection, Processing - Exploitation, and Dissemination (TCPED) process, and targeting cycle Find, Fix, Finish, Exploit, Analyze, Disseminate (F3EAD)

-Knowledge of ISR aircraft platforms, onboard sensors, and communications methods

-Knowledge of air-to-ground integration concepts or supporting Joint Terminal Attack Controllers

-Ability to travel throughout Europe and Africa

-Secret clearance

-Bachelor’s degree
