Continuity of Operations Resource Management Planner

Key Role:

Serve as a Combatant Command (CCMD) Continuity of Operations (COOP) Resource Management Planner. Coordinate with the HQ Integration Program Analyst and Capabilities Division Chief, J5/8, and US European Command (USEUCOM) to provide senior-level advice and recommendation to senior leadership on the Planning, Programming, and Budgeting System (PPBS). Analyze and assess requirements and resources for USEUCOM COOP readiness, engagement, infrastructure, transformation, modernization, and recapitalization by providing program support, including PPBS system, Transformational Program Guidance, roadmaps, and management for USEUCOM directors and special staff, such as overarching program analysis, formulation, execution, and control reporting across USEUCOM staff activities. Coordinate with senior­-level USEUCOM staff, other Combatant Command (CCMD) staffs, Services, the Joint Staff (JS), and the DoD while providing expert knowledge of objectives, concerns, activities, and organizations associated with USEUCOM PPBS, Defense Planning Guidance (DPG), Quadrennial Defense Review (QDR), Transformational Planning Guidance and organizational interrelationships and delegations of authority between all service components, component staffs, JS, DoD, and Congress to enable the client to work closely with program personnel to translate operational requirements into specific program plans and requests for financial resources. Provide the client with an essential understanding of the interrelationships between USEUCOM mission priorities, programming objectives, and stakeholder activities. This position requires the ability to travel regionally and internationally.

Basic Qualifications:

-5+ years of experience at Combatant Command or a higher level

-Experience with developing and presenting written and oral presentations to defend program plans, schedules, budgets, and to secure acceptance of requests and plans

-Knowledge of laws, orders, regulations, and policies enabling program analysis and schedule or cost analysis techniques, including cost estimation, trend forecasting, or cost and benefit analysis

-Knowledge of PPBS and the Army, Air Force, Navy, and Marine Corps supporting program and budget systems, JS, DoD, and Congressional program and budget processes, procedures, and requirements

-Ability to advise the client in contacts with internal and external program managers who promulgate broad programmatic and budgeting policies and procedures

-Ability to adapt and apply various analytical techniques and document and justify recommendations and planning inputs to program review authorities

-Ability to travel regionally and internationally

-TS/SCI clearance

-BA or BS degree
