Europe Information Operations Effects Planner

Key Role:
Analyze the construction and maintenance of a comprehensive operational effects planning and assessment capability. Analyze the development of plans, concepts of operation, or execution vignettes that integrate and synchronize the full spectrum of multi-domain or Joint information and non-kinetic capabilities, including employment of Cyberspace and Joint programs. Support targeting working groups, effect development working groups, information operations working groups, and other staff activities that support non-kinetic effects planning, execution, and assessment of operations and activities. Provide actionable, clearly communicated recommendations to support client operational planning and operational decisions. Analyze the development of operational and environmental effects assessment information products, decision briefings, and analytical papers and directly support planning teams to enable operational planning and facilitate senior leadership decisions.

Basic Qualifications:
-8+ years of experience with operational effects planning and assessment
-Experience with developing operational assessment methodologies, including influence operations, metrics and decision criteria, and focused stakeholder data collection design and engagement
-Experience with leveraging scientific methods to inform qualitative and quantitative analyses
-Experience with using automated statistical packages to support analysis projects, including Microsoft Excel and Access
-Experience with preparing compelling, decision-quality briefings for senior leadership
-TS/SCI clearance
-BA or BS degree

Additional Qualifications:
-Experience as an information operations officer in any military branch
-Experience with Cyberspace operations, electronic warfare, Joint or psychological expeditionary operations, operations security (OPSEC), Joint planning, and operations to build partner capacity, security assistance and security cooperation, and interagency coordination
-Experience with all-source intelligence analysis, intelligence operations, or targeting   
-Experience in the European Area of Responsibility (AOR)
-Possession of excellent oral and written communication skills
