Key Role:
Operate effects as a SME leading construction and maintenance of a comprehensive operational effects planning and assessment capability. Develop plans, concepts of operation, or execution vignettes which integrate and synchronize the full spectrum of multi-domain or joint information-related and non-kinetic capabilities, including employment of cyberspace, space, IJSTO, and SAP programs. Support Targeting Working Groups, Effect Development Working Groups, Information Operations Working Groups, and other staff activities that support non-kinetic effects planning, execution, and assessment of operations and activities. Provide actionable, clearly communicated recommendations to support client operational planning and operational decisions. Develop operational and environmental effects assessment information products, decision briefings, and analytical papers, and directly support planning teams to enable operational planning and facilitate senior leadership decisions. This position is located in Stuttgart, Germany with no remote delivery authorized.
Basic Qualifications:
-3+ years of experience in operational effects planning and assessment
-Experience with developing operational assessment methodologies, including influence operations, metrics and decision criteria and focused stakeholder data collection design and engagement
-Experience with leveraging scientific methods to inform qualitative and quantitative analyses
-Experience with using automated statistical packages in support of analysis projects for Microsoft Excel and Access
-Experience with preparing and presenting compelling, decision quality senior leadership briefings and reports
-Active TS/SCI clearance required
-BA or BS degree required
Additional Qualifications:
-Experience as a FA30 Information Operations officer or Service equivalent
-Experience with working on a Joint Interagency Task Force or Special Operations
-Experience with cyberspace operations, electronic warfare, IJSTO, MISO/PSYOP expeditionary operations, OPSEC/MILDEC, Joint Planning, operations to build partner capacity, security assistance and security cooperation, and interagency coordination
-Experience with all-source intelligence analysis, intelligence operations, or targeting
-Experience in the EUCOM Area of Responsibility
Clearance:
Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
