Requirements and Capabilities Analyst

Key Role:

Applies understanding and expertise of DoD acquisition programs and capability development to benefit clients' ability to meet emerging and challenging threats. Applies advanced consulting skills or technical expertise to aid in the development of capability development processes, including the Integrated Priority List (IPL), Joint Urgent Operational Needs (JUON), and Capability Gap Assessments (CGA). Develops innovative solutions to complex problems, including applying prioritization criteria to competing requirements. Serves as Subject Matter for DoD Acquisition, Capability, and Requirements Processes. Coordinates client participation in several capability forums, including Joint Capability Boards (JCB), Joint Requirements Oversight Council (JROC), and Functional Control Boards (FCB).

Basic Qualifications:

  • 5+ years of experience with acquisition or capability development in support of military services or combatant commands

  • 3+ years of experience in major DoD, Combatant Command, or Service Headquarters

  • 3+ years of experience contributing to DoD Assessments, including the Annual Joint Assessment, or other major command assessments

  • Knowledge of Joint Capabilities Areas and Joint Warfare Concept

  • Ability to aid in developing prioritized requirements list for major command using expeditious spreadsheet manipulation

  • TS/SCI clearance

  • Bachelor’s degree

Additional Qualifications:

  • Experience working with Joint Staff or Office of the Secretary of Defense on Joint Requirements

  • Knowledge of Joint Requirements Oversight Council (JROC) processes

  • Ability to work as a team with the military, civil service, and contractors from various companies

  • Ability to communicate concisely and eloquently with senior staff, including General Flag officers

  • Certification from Defense Acquisition University

Clearance:
