Military Agreements Analyst, Mid

Key Role:

Identify and recommend future requirements for inclusion in revised or new agreements between client and other agencies, organizations, and other DoD military services, including Cooperative Agreements and Grants, Real-Estate permits or leases, International Agreements, Acquisition and Cross-Servicing Agreements, Mutual Aid Agreements, Memorandums of Agreement, Memorandums of Understanding, Intra-Agency Support Agreements, Inter-Agency Support Agreements, Host-Tenant Support Agreements, or Technical Arrangements. Provide analysis of the feasibility of support of other services or host nation of allies or partners to provide base operations and mission support to reduce vulnerabilities and mitigate risks of failure. Develop a robust inter-service support and multi-national agreements program to ensure appropriate cost sharing applies. Provide actionable recommendations to reduce redundancy through sister-service agreements and a utilization of existing infrastructure and planned Military Construction (MILCON) or host nation facility improvements to operate in a Joint or combined environment. Conduct trade-off and cost-benefit analysis to highlight return on investment or cost avoidance or savings. Provide analysis of Operation Plan (OPLAN) or Construction Plan (CONPLAN) station supporting requirements and provide recommendations to address shortfalls and gaps through future agreements.

Basic Qualifications:

-10+ years of experience with military logistics

-5+ years of experience with creating and negotiating agreements within the Pacific Area of Responsibility (AOR), including Intra-service and Inter-service Support Agreements, International Agreements, Acquisition and Cross-Servicing Agreements, and Status of Forces Agreements

-Experience with working and supporting real world operations and exercises

-Experience with Microsoft Office Suite

-Knowledge of DoD networks for information gathering

-Knowledge of South Korea and Japan Operation Plan (OPLAN) or Construction Plan (CONPLAN) at the component level

-Ability to work with senior-level staff members at the Joint level

-Secret clearance

-HS diploma or GED

Additional Qualifications:

-Experience with program or project management, process improvement, or mission planning

-Possession of excellent oral and written communication skills
