Acquisition SME

Key Role:

Support the electronic health record modernization (EHRM) for a client and serve as an acquisition subject matter expert. Create statements of work, white papers, lists of assumptions, cost models, and informational briefings. Collaborate with partner, VA technology acquisition, and EHRM leads to guide task order development and ensure timelines are met through the delivery of tangible work products, including technical writing and editing, professional PowerPoint presentations, and infographics. Assist with government-led analysis and alternatives, return on investments (ROIs), market research, and tactical and strategic planning activities. Track and shepherd acquisitions through the EHRM process. Develop all acquisition package documentation, including requirement refinement, performance work statement, product description, security checklist, government furnished equipment (GFE) memos, quality assurance surveillance plans (QASPs), independent government cost estimate (IGCE), justification and approval, market research worksheet, acquisition plans, contracting officer's representative (COR) nomination worksheet, and inherently governmental and critical functions memos.

Basic Qualifications:

-10+ years of experience with acquisitions management

-Experience with managing IT projects

-Experience with life cycle and project management methodologies

-Experience with tracking costs and schedule and performance progress

-Experience with acquisition package development

-Ability to identify and mitigate risks

-Ability to obtain a security clearance

-BA or BS degree in Engineering, CS, Systems, or Business or 18+ years of experience with acquisitions management in lieu of a degree

Additional Qualifications:

-Experience with the VA

-Experience with VA acquisition preferred
