International Affairs Ethical R&D Governance Advisor

The Opportunity:

Whether developing strategy or serving as an international science and technology SME, our clients need someone who can help advise clients on comprehensive international governance. That is why we need you, an experienced International Affairs Ethical R&D Governance Advisor who can provide high-quality support.

As part of our team, you'll serve as a strategic technical expert for the Advanced Research Projects Agency for Health (ARPA-H), helping conceptualize, create, and execute advanced government-funded research and development programs to accelerate better health outcomes for everyone. You’ll work with world-class scientists and engineers to support the development of high-impact solutions to society's most challenging health problems. You will leverage technical expertise to provide strategic assessments of new technologies in support to senior ARPA-H decision makers. You’ll maintain responsibility for producing and presenting findings and recommendations to a team of colleagues and clients on the feasibility and potential impact of future research programs, assisting with the management of current programs, and facilitating commercialization of successfully developed technologies. 

You'll serve as an experienced International Affairs Ethical R&D Governance Advisor helping clients to understand ethical R&D, international R&D, and issues related to ethical governance of R&D. Your attention to detail, flexibility, communication skills, understanding of the client's mission, and problem-solving will enable the mission's success. This position is a Hybrid role with Booz Allen. Candidate is expected to work on-site at a Booz Allen or Client Facility 20-50% of your time, as needed.

What You’ll Work On:

  • Develop strategy pertaining to ethical governance across R&D in relation to international communities.

  • Support ethical, legal, and social implications (ELSI) of implemented governance frameworks.

  • Provide subject matter expertise on ethical R&D as it relates to cutting-edge research across various communities.

  • Provide subject matter expertise on ethical governance as is related to R&D.

  • Design, manage, and support the implementation, enforcement, and continuous improvement of ethics and compliance programs to drive ethical R&D.

  • Design and implement compliance program elements in the areas of leadership and governance, risk assessments, standards and controls, training and awareness, and compliance monitoring.

  • Leverage data, reporting, and analytics to effectively monitor compliance with laws, regulations, codes, and policies.

  • Provide guidance to leadership on established policies, procedures, trends, and programs as related to agency priorities and objectives.

  • Serve as a subject matter expert on ethical governance, especially as it relates to R&D.

You Have:

  • 10+ years of experience managing ethical compliance for R&D

  • 10+ years of experience in international affairs

  • 5+ years of experience in an R&D environment

  • Experience with international governance related to R&D stakeholders and norms and procedures related to governance frameworks and ELSI

  • Experience with the creation and management of ethical governance within international communities

  • Experience performing forensic imaging and analysis of physical virtual devices

  • J.D. degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $69,400.00 to $158,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
