Water Resources Resilience Analyst

Key Role:  

Serve as a water resources analyst providing technical expertise to our Department of Defense (DoD) client. Conduct water-related research, prepare analyses, and present findings to the internal team and client. Support the development and implementation of DoD’s water resilience policies and guidance. Collect data for and support the client with preparing responses to Congressional requests for information pertaining to DoD water resources, water quality, and water resilience. Use your knowledge of federal and state water laws to help the client make informed decisions. Work independently and as part of a team, manage high-priority and quick-turn assignments, and adapt to new and changing water resilience priorities. Lead research and provide subject matter knowledge on various water resources and resilience issues and draw succinct conclusions to inform decision making. Prepare DoD water reports, briefings, and presentations. Develop data collection templates and collect, compile, analyze, and manage large data sets to evaluate and track DoD’s water resources and resilience. Support data science team in efforts to automate, streamline, and optimize water resilience data collection, analysis, and reporting efforts. Support the development of policies, guidance, and planning documents, including researching and analyzing laws, regulations, and policies, and facilitating stakeholder input, review, and adjudication. Track water resilience progress against performance measures, federal and state legislation regulations, and guidance. Compile relevant information in client-ready deliverables and research and respond to requests for water data and related information. Facilitate a coordinated response among DoD stakeholders.

Basic Qualifications:

  • 2+ years of experience in water resources or resilience, including data collection and analysis, research and reporting, and policy analysis

  • Experience with collecting, compiling, analyzing, and managing large, quantitative and qualitative data sets 

  • Experience with Microsoft Office software, including Word, Excel, PowerPoint

  • Knowledge of water resources issues, including water supply, water rights, water competition, water use, water system infrastructure, water quality, water security, compliance, and metering

  • Knowledge of the United States federal water laws and associated acts and federal water management requirements on metering, efficiency, and conservation, such as Clean Water Act, Safe Drinking Water Act, Energy and Water Management Requirements, Water Conservation at Military Installations, or Executive Order 14057

  • Knowledge of publicly available water data sources and databases

  • Ability to pay attention to detail to efficiently achieve thoroughness and accuracy when accomplishing tasks

  • Ability to adapt and work independently or as part of a team on multiple priority projects and deadlines and manage time effectively

  • Ability to obtain a security clearance

  • Bachelor's degree in Environmental Science, Environmental Policy, Public Policy, Environmental or Civil Engineering or Water Resources Management

Additional Qualifications:

  • Experience with the DoD, other Federal Departments or Agencies, such as the Department of Energy, U.S. Environmental Protection Agency, Federal Emergency Management Agency, National Oceanic and Atmospheric Administration, state water offices, non-governmental organization or state agencies supporting water-related efforts or projects

  • Knowledge of the structure and missions of the Office of the Secretary of Defense and DoD Components

  • Possession of excellent interpersonal, verbal, and written communication skills

  • Master's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $51,600.00 to $106,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
