IT Manager

Key Role:

Provide project management expertise and serve as a technical SME in support of Navy Bureau of Medicine and Surgery (BUMED M64), Enterprise Operations Management (OEM). Manage and monitor ongoing enterprise IT operational activities, systems, and projects and facilitate the planning, implementation, and future operations of the Transitional Intermediate Management Organization (TIMO). Interface with Services and Medical Treatment Facilities (MTF’s), DHA, and other key organizations and individuals to guide and direct the consolidation of MTF’s under the DHA. Establish and maintain a comprehensive communications plan with stakeholders, identify process gaps and inefficiencies, and provide support for continual process improvement. Review and assess relevant contracts, MOA’s, and SLA’s and provide recommendations to BUMED CIO leadership. Provide tasked support, as required and monitor daily operational activities. Support issue resolution and provide reporting to leadership, stakeholders, and partners, as appropriate. 

Basic Qualifications:

-3+ years of experience with performing on DoD programs or projects

-3 years of experience with Military Health

-Experience with DoD IT governance processes or procedures

-Knowledge of IT systems, hardware and software, infrastructure, and datacenter operations

-Knowledge of IT management functions and processes to gather, analyze, and evaluate information required by program or project managers and clients

-Ability to draw conclusions and devise solutions to problems relating to IT management, improvement of management effectiveness, organizational structures, work methods and procedure efficiency, and resource requirements and utilization

-Ability to develop and draft program-, project-, or process-related documentation or reports

-Ability to perform efficiency reviews, conduct basic cost studies, develop Course of Action (COA) analyses, and conduct general technical analysis and assessments

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with DHA or Service IT systems or operations

-Knowledge of DoD Cybersecurity processes and requirements

-Possession of excellent oral and written communication skills

-PMP Certification preferred

-DAU IT-related training preferred
