Subcontract Administrator, Lead

Key Role:

Support all aspects of pre- and post-award subcontracts administration in the civil market, including teaming strategy, proposal reviews, and negotiations in a dynamic business environment and work as part of a team while being flexible to provide surge support on other accounts. Provide strategy, advice, counsel, and recommendations to internal staff and potential subcontractors on procurement issues. Assist with the identification and formulation of teaming strategies, support new business development initiatives, and negotiate teaming and nondisclosure agreements. Negotiate and administer subcontracts and ensure compliance with contractor purchasing system review (CPSR) and self-governance requirements. Maintain responsibility for developing, negotiating, and administering highly complex and relatively high-risk subcontracts, ensuring compliance on cost, schedule, legal, and performance aspects. Perform negotiation of agreements with industry leaders, contribute to proposal strategy, identify and formulate teams, use commercial contracting, and apply risk mitigation techniques. Establish and maintain internal and external relationships with key stakeholders and clients, apply communication and negotiation expertise, develop intellectual capital, and train internal staff on subcontract-related topics.

 

Basic Qualifications:

  • 5+ years of experience in subcontract administration or contractors in support of the U.S. Government

  • Experience with negotiating nondisclosure agreements or developing requests for proposal

  • Experience with analyzing and negotiating subcontractor proposals and prices and with drafting and negotiating subcontracts, resolving conflicts, and providing post–award administration support

  • Knowledge of ensuring compliance with CPSR and self-governance requirements

  • Knowledge of interpretation and application of the FAR at an expert level and the federal government proposal process

  • Knowledge of IDIQ, CPAF, CPFF, FFP, T&M, LOE, types of subcontracts or task order and delivery order, and multiple award processes

  • HS Diploma or GED

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
