Electronic Warfare, Experimentation, and Project Support Subject Matter Expert

Key Role:

Provide leadership and execution of advanced Scientific and Technology (S&T)-based studies, demonstrations, and experiments for the client project office. Assist the client with identifying research and experimentation venues where government and industry practitioners and laboratories can execute experimentation projects in electronic warfare and Cyber warfare domains. Assist the client with concept development, planning, execution, and reporting life cycle for USD-sponsored events and perform studies and conduct technology demonstration projects for advanced electronic technologies. Provide engineering services to the client for the execution of studies, laboratory research projects, technology demonstrations, and experiments. Provide input for strategic event planning, including pre-event activities, scheduling, and budget, specific experiment activity planning, technical analysis of experimenter submissions, development of planning documents, preparation of briefing materials and other meeting-related products, activity execution, data analysis, and post event closeout actions, including preparation of reports. Conduct risk, scope, schedule analyses, briefings, and associated meeting materials during the planning, execution, and reporting phases of the experiment and author concept development plans or briefings, Detailed Experiment Plans (DEP), Data Management Analysis Plans (DMAP), quick look reports, and final reports. Participate in product reviews to ensure the team’s experimentation projects meet required quality standards under the cognizance of the client.

Basic Qualifications:

-10+ years of experience with operations in the Navy, Marine Corps, Air Force, or Army

-5 years of experience with electronic warfare operations in the DoD as an Electronic Warfare Officer (EWO) or Electronic Countermeasures Officer (ECMO)

-5 years of experience with Test and Evaluation (T&E) or experimentation activities within the DoD

-Experience with comprehensive oversight of test programs, including evaluation, coordination, analysis, and reporting of test events

-Experience with electronic warfare or radio frequency (RF) engineering, including ACAT I or equivalent aircraft or aircraft systems development programs

-Experience with Microsoft Office applications, including Word, PowerPoint, and Excel

-Knowledge of threat radar systems, including RF signal processing designs and techniques, electronic warfare intelligence data systems and databases, and how they are used in programming or reprogramming electronic warfare systems

-Active TS/SCI

-BA or BS degree required

Additional Qualifications:

-5 years of experience with directing complex projects from conception to successful completion

-Experience with senior officer outbriefing regarding T&E events, including observations and future T&E or experimentation recommendations

-MA or MS degree preferred

-Project Management Professional (PMP) Certification

-DAWIA Certification in T&E
