Lead Manpower Specialist, Senior

Key Role:

Assist our Navy clients in Unmanned Maritime Systems by applying expertise in logistics support areas, including Human System Integration, Manpower, Personnel, Training and Education (MPT&E) analysis, readiness, and developing Naval Training System Plans (NTSP) as needed.  Focus on ensuring all manpower documents are correct, complete, and in compliance with technical and programmatic requirements, and assisting the Training team determining dynamic training solutions.  Apply sound personal judgment to drive decisions and develop solutions that may affect the cost, schedule, and quality of the project.  Interact frequently with varying levels of Program Management leadership, external customers, stakeholders, and functional peer groups to gain the cooperation of others, when required.

Basic Qualifications:

  • 5+ years of experience with acquisition, logistics, or MPT&E

  • Experience with Navy Manpower Requirements Determination (MRD)

  • Experience with Navy Availability Factor (NAF)

  • Experience with Microsoft Office Products, including Excel, Power Point, Word, and Project

  • Knowledge of SECNAVINST 5000.2, OPNAVINST 1500.76 series, MILPERSMAN, OPNAVINST 1000.16 series, OPNAVINST 3500.23 series, OPNAVINST 3120.3 series, and the Navy Total Force Manpower Requirements Handbook

  • Secret clearance

  • HS diploma or GED

Additional Qualifications:

  • Experience with product support manager functions, acquisition support, supply support, outfitting, maintenance and readiness, life cycle solutions, or Human Systems Integration (HSI) analysis

  • Experience with working on a major ACAT program

  • Bachelor's degree

  • PMP or DAWIA Level II or III Certification
