Emergency Communications 911 Systems Analyst

Key Role:

Provide public safety, emergency communications, and technical, policy, and strategic analyses for a client's federal, state, local, and tribal public safety emergency communications coordination mission. Apply expertise in consulting, public safety, and emergency communications systems to help lead discussions with clients and stakeholders, define project requirements, facilitate data collection and analyses, help to develop client solutions, support studies and meetings, provide technical support to pilot projects, as needed, and document and compile notes. Support technical assessments of public safety communications technologies in the emergency communications ecosystem. Evaluate and provide recommendations associated with upgrading the 911 system. Work with industry vendors and public safety answering points (PSAPs) to define security gaps in existing architectures. Provide analytical comparison of solution alternatives for PSAPs, review solutions with system administrators and associated IT staff to ensure technologies meet mission needs, and evaluate technologies through vendor and service provider interaction, site visits, and proof-of-concepts. Draft reports on critical aspects of emergency communications technology, including operability, interoperability, resiliency, Cybersecurity, and maturity through briefings, whitepapers, and stakeholder engagement.

Basic Qualifications:

-8+ years of experience in a professional work environment

-7+ years of experience in developing PSAP architecture recommendations

-Experience with telecommunications technologies and policy considerations in the emergency communications field, including Broadband, LTE, Land Mobile Radio, or 911

-Experience with technical, security, governance, standard operating procedures, and training and exercises associated with PSAPs

-Experience in collaborating with 911 stakeholders and associations, including federal, state, local, tribal, and territorial (FSLTT) PSAPs, APCO, the National Emergency Number Association (NENA), and the National Association of State 9-1-1 Administrators (NASNA)

-Experience with program and project management, including defining and prioritizing objectives, activities, schedule, deliverables and resources

-Experience with stakeholder or client engagement or outreach for federal, state, or local government entities

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

- Experience in physical and Cybersecurity practices for PSAPs

- Experience with risk analysis and management of complex telephony and IT systems

-Experience with technical, security, governance, standard operating procedures, and training and exercises associated with PSAPs

-Experience with working in an entrepreneurial environment

-Knowledge of current federal, state, or local communications policy landscapes and current rulemakings

-Knowledge of communications systems planning, budgeting, and acquisition processes at the state, local, or federal level

-Possession of excellent oral and written communication skills

-Possession of excellent analytical and diverse problem-solving skills
