Key Role:
Analyze, review, coordinate, refine, and test Air Force, multi-service, Joint, Interagency, and multi-national concepts. Perform a broad range of highly complex quantitative and qualitative analysis on national and defense strategies and future operating environment challenges and capabilities to develop hypotheses on solving operational and institutional military problems through doctrine, organizational, training, material, leadership, policy, and facility changes. Articulate the hypotheses in a concept narrative with the necessary level of detail to inform changes in Air Force systems, personnel, and infrastructure. Analyze the development of a program of action and milestones to guide the concept development process from initiation through senior leader approval. Coordinate and incorporate input from across the US government enterprise to refine, adjust, or invalidate hypotheses. Develop sub-elements and attributes of hypotheses to enable analysis, wargames, and modeling and simulation. Communicate concept development progress with organizational leadership routinely in executive-level oral and written communication.
Basic Qualifications:
-10 years of experience with military concept development, strategy development, strategic planning, or strategic assessments
-10 years of experience with cross-functional weapons and tactics or advanced military strategy and planning
-Experience with developing and validating assumptions for detailed military concepts of operations
-Knowledge of the Air Force's Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) processes
-Knowledge of Joint requirements processes, including the Joint Capability Integration Development System (JCIDS)
-TS/SCI clearance
-MA or MS degree
Additional Qualifications:
-Experience with serving as an Air Force officer or Senior Non-Commissioned Officer (SNCO) in a Headquarters Air Force or Major Command assignment
