Installation Energy Resilience Analyst

Key Role:

Analyze current and pending energy policies to assist federal program clients with understanding market impacts and needs to modify federal programming. Apply a detailed understanding of the technical, business, market, and policy landscape related to one or more disciplines around energy efficiency, fossil energy, and renewable energy to assist clients with strategic and tactical solutions and enhance installation energy resilience. Apply knowledge of financing mechanisms, federal, state, and local policies, and best practice benchmarks to assist clients with solving challenges related to compliance, business case selling, and outreach. Guide the progress of projects while mentoring junior staff in both firm and technical competencies.

Basic Qualifications:

-20+ years of experience with utilities and energy planning, program management, and execution

-5+ years of experience with supporting OSD, Service staff, and Joint Staff

-Knowledge of DoD organization and structure at the OSD level

-Ability to turn information into knowledge to provide recommendations and high-level support to senior defense decision makers and staff across the full portfolio of energy performance programs

-Ability to assist with resolving program and project execution issues, develop and coordinate communications and meetings, and execute assigned special projects

-Ability to evaluate energy performance projects and assess partnerships with industry, utility companies, and public agencies as they relate to advancing DoD energy performance initiatives

-Ability to comprehend and use legislative and policy authorities to achieve departmental and service goals

-Ability to conduct reviews of existing statutes, policies, guidance, legislation, and project timelines to determine gaps, impacts, and risks

-Top Secret clearance

-MA or MS degree in Engineering, Science, Technology, or Management

Additional Qualifications:

-Experience with the incorporation and consideration of energy resilience concepts and principles for energy generation, storage, and distribution into the planning process to enhance campus energy resilience

-Experience with the development of models and simulations related to analyses of energy resilience of large campus-level facilities

-Experience with providing input during Initial, Mid, and Final Planning Conferences and wargaming support

-Knowledge of Continuity of Operations Planning (COOP)

-Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) Cycle

-Knowledge of the Joint Capabilities Integration and Development System (JCIDS)
