Program Analyst

Key Role:

Provide program analyst support to a military headquarters organization on security cooperation (SC) programs and activities and oversee management of client systems. Work with the DoD entities to support the implementation of FY17 National Defense Authorization Act (NDAA) security cooperation reforms, including assessment, monitoring, and evaluation of SC programs. Coordinate with components to ensure all relevant data is submitted and analyze the writing of guiding documents, including SOP manuals, to define and implement program requirements. Research and understand federal legislation and regulations, including the annual NDAA and DoD policies and directives. Analyze and determine impact of new or proposed policies to SC programs and make recommendations to the client. Develop client-ready deliverables, including information and decision papers and briefings for a variety of audiences across the DoD. Organize and facilitate meetings, conference calls, and working groups, including generating after action reports and tracking implementation of agreed–to items.

Basic Qualifications:

-2+ years of experience with working in DoD entities

-2+ years of experience with program management

-Experience at the component or headquarters level of a military command

-Experience with formal DoD staffing and coordination processes

-Ability to work directly with GO/SES-level leadership

-Secret clearance required

-BA or BS degree

Additional Qualifications:

-Experience with working internationally or studying abroad

-Knowledge of U.S.C. Title 10, Chapter 16 Security Cooperation authorities

-Completion of Defense Institute for Security Cooperation Studies (DISCS) training
