Job Description
Key Role:
Apply advanced consulting expertise, principles, and concepts to provide overall direction for a high-performing dynamic team to evolve innovative IT portfolio management and governance processes and develop new solutions for a client agency. Provide oversight, guidance, and execution of Project Management Office (PMO) functions, including risk management, schedule management, staff tracking, and deliverable coordination. Provide consultative support to the client by identifying optimization opportunities, including the development of artifacts, templates, guidance, training, and analytic tools to mature client processes and portfolio analysis and provide greater transparency into their IT investment portfolio. Meet regularly with project teams to comprehend the scope of IT projects being initiated and facilitate periodic project reviews. Collaborate with data governance and cross-functional teams to align and integrate processes and routines. Support enterprise IT portfolio annual investment and operational analysis data calls. Work without considerable direction and maintain responsibility for the supervision and development of first level supervisors and managers.
Basic Qualifications:
10+ years of experience with providing project management and technical direction to project personnel using a Software Development Life Cycle framework, including Waterfall or Agile
Experience with direct management in supporting services and information management PMO operations
Experience with the principles in solving complex technical, administrative, and managerial problems using a high level of analytical expertise
Experience with aligning projects and programs with an organization’s strategic goals
Experience with conducting research, quantitative analysis, and presenting analytical findings to internal and external stakeholders, including team members, clients, and executives
Ability to drive thought leadership in a high-volume client environment and budget and apply financial management principles to oversee project budgets, resource allocations, and risks
Ability to identify and mitigate project and program risks through use of risk management strategies
Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
Bachelor’s degree
PMP Certification from the Project Management Institute
Additional Qualifications:
8+ years of experience with IT Portfolio Management and Strategy, including Capital Planning and Investment Control (CPIC) and process improvement
Experience with facilitating stage gates or project reviews
Experience with data management and strategy
Experience with Scaled Agile (SAFe) framework implementation
Experience with Microsoft Power Automate and PowerBI
Ability to support formalized Scaled Agile (SAFe) project management disciplines within the dedicated Portfolio as an operational discipline
Ability to adapt to changing project requirements and priorities
Knowledge of change management frameworks
Knowledge of software development processes, including the Enterprise Performance Life Cycle (EPLC)
Master’s degree in Business, Project Management, or a related field

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $134,600.00 to $250,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.Work Model
