The Opportunity:

Thankfully, that’s what you do: improve the systems that move entire organizations forward. That’s why we’re looking for an organizational transformation and change consultant like you who can help identify long-term goals and support the creation of the processes needed to achieve them.  

This is an opportunity to create change and efficiency leading a team as a change management consultant focused on the implementation of initiatives across client programs. You'll apply a deep understanding of Federal and State implementation and operational strategies across those programs as well as compliance and monitoring activities to assess the attainment of program goals. You'll assist clients with program policy and rulemaking, stakeholder interaction, implementation strategy development, associated technology requirements, process and procedure development, and ongoing program oversight. You will also be called upon to apply experience in new business development and capture, applying procurement processes in obtaining new work in program implementation domains. As a leader, you will provide demonstrated contract management experience to existing work, including quality management, contract risk management, staff management, and client relationship management.

You Have: 

  • 8+ years of experience in a managerial role overseeing large program implementation projects, with multi-million-dollar budgets, and numerous staff
  • Experience with Human Services programs
  • Experience with State implementation of programs
  • Experience with stakeholders that play a role in programs
  • Experience building a program implementation team and building solutions and products to support their efforts
  • Experience managing contract delivery across a wide range of programs using a variety of delivery techniques
  • Experience with the federal procurement and proposal processes
  • Ability to obtain a security clearance
  • Bachelor's degree

Nice If You Have: 

  • Experience interacting with a range of stakeholders within both federal and state governments and outside of government
  • Experience facilitating large meetings with both internal and external audiences
  • Knowledge of program implementation and oversight techniques and tools
  • Knowledge of both federal and state eligibility and payer data
  • Possession of excellent critical thinking and problem-solving skills
  • Master's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
