Continuity of Operations Specialist

Key Role:

Analyze and maintain DoD Continuity of Operations Plans (COOP) to the government. Conduct business process analysis to recommend plans and procedures to maintain mission-essential function support during a requirement for alternate work schedule, including inclement weather, building construction, road construction, and emergencies. Apply in-depth understanding of emergency management procedures and policy, including accountability plans for employees, planning for temporary work locations or alternate facilities, communicating during emergencies with organizational leaders when off-site during emergencies, maintaining primary and alternate government and contractor points of contact, such as primary and alternate, planning for protecting government-furnished equipment, and developing procedures for safeguarding sensitive and classified Government information. Review and analyze senior and executive-level briefings, plans, after-action reports, and executive summaries in support of the COOP and Crisis Management (CM) related working groups. Analyze Federal and Departmental directives, instructions, guidance, manuals, publications, and open-source documents.

Basic Qualifications:

  • 5+ years of experience with Continuity of Operations Plans (COOP)

  • Experience with relationship management

  • Secret clearance

  • Bachelor's degree

Additional Qualifications:

  • Experience providing technical support in designing and evaluating training materials for personnel assigned to staff Emergency Operations Center, COOP Telework, and Devolution rosters

  • Experience delivering in-person and web-based training to large audiences

  • Experience supporting the government’s participation in DoD, interagency, intergovernmental, and U.S. government-wide tabletop exercises (TTXs), and simulations, as required during these evolutions

  • Experience providing technical support to COOP Telework or Devolution Teams during COOP activations and exercises

  • TS/SCI clearance preferred

  • Business Continuity Professional Certification
