Learning and Development Manager, Senior

Key Role:

Maintain responsibility for analyzing the development and implementation of strategies, programs, and processes for the effective usage of the organization’s human capital. Manage and ensure the timely completion of specific, defined multi-discipline training programs or projects of greater than average complexity and scope. Identify, qualify, select, and monitor vendors or suppliers and negotiate final contracts. Interface with functional management teams to assess training and development needs and the effectiveness of established programs. Design and develop complex interactive courseware for customer training. Develop competency in project and financial management and be involved in managing teams and formulating business strategies. Guide the progress of projects while mentoring junior staff in both firm and technical competencies.

Basic Qualifications:

-10+ years of experience with performing, designing, developing, and implementing instructor-led and eLearning products

-6+ years of experience with managing large scale programs focused on learning and development, human capital, or people programs

-Experience in presenting to and interacting with senior leaders in a consultative manner

-Experience with creating engaging and interactive learning curricula by applying industry standard methodologies, including ADDIE, SAM, and Agile to the full life cycle of course development

-Experience with creating course needs assessment, course design documents, implementation strategies, and program evaluations

-Experience with Microsoft Office, including Word, Excel, and PowerPoint, including translating complex concepts or data into graphically appealing and easily comprehensible presentations

-Experience with Microsoft Project or other project management software

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience with a major command's task training list

-Experience with leadership in a collaborative and matrixed environment, including building consensus and effective cross-functional relationships

-Experience with analyzing and de-conflicting information from a variety of sources to form instructionally sound course content

-Experience with creating supporting course documentation, including design documents, storyboards, art style guides, and learning objectives

-Experience in working with business development, finance, or project management subject matter

-Knowledge of Air Force training strategy and the development of training requirements

-Knowledge of learning technologies, including Articulate Storyline and Adobe Captivate and designing and implementing learning programs using social, mobile, gamification, or micro-learning

-Ability to navigate in an ambiguous environment with multiple stakeholders

-Ability to work in a multi-functional role

-Possession of excellent organizational, project management, analytical, client-handling, and problem-solving skills

-Possession of excellent oral and written communication skills

-TS/SCI clearance

-MA or MS degree

-Instructional Design, Certified Professional in Learning and Performance (CPLP), or Project Management Professional (PMP) Certification
