Military Operations Specialist

Key Role:

Participate in the identification, analysis, and evaluation of policies, processes, systems, or instrumentation related to foreign threats or homeland security. Perform scientific or technical intelligence analysis. Reports changes, trends, and implications regarding the design and integration of evolving systems and instrumentation. Solve complex information requirements problems via a combination of analytic judgment and proven analytic practices. Prepare briefings and reports on analysis methodology and results. Apply mission engineering input and expertise to military planning and technical development processes with the assistance of senior mission engineers. Work between a wide variety of operational and technical organization and use integrated tools, including architecture products to develop a holistic understanding of operational problems and how given technologies and technological concepts will impact overall Fleet readiness for the Department of Navy.

Basic Qualifications:

-5 years of experience in an operational community, including the DoD, such as veteran, contractor, or civil service and its rules of engagement (RoE), Tactics, Techniques, and Procedures (TTPs), and basic Navy platforms

-Experience with authoring technical documentation and briefing senior-level stakeholders to clearly communicate complicated and sometimes convoluted work to diverse audiences

-Knowledge of analysis principles and best practices, including the documentation and validation of assumptions, importance of validating tool sets, and defining and quantifying risks

-Knowledge of major mission areas for the DoD, including surface warfare, anti-air warfare, and electronic warfare

-Knowledge of project management, including managing deliverables, planning towards milestones, generating briefing materials and reports, and maintaining cognizance of financial and political motivators

-Ability to independently identify subtasks required to achieve a clearly defined technical or operational goal and decompose complex, real-world problems into definable tasks for investigation or exploitation

-Ability to manage and direct multi-organizational teams towards execution of Fleet or S&T center exercises, experiments, and demonstrations, be trained by senior operational SMEs without interruption, and work in a fast-paced, dynamic environment

-Ability to absorb information in a timely manner both in person and from geographically disparate locales

-Secret clearance

-HS diploma or GED

Additional Qualifications:

-Experience with developing use-case scenarios, derived requirements, operational views, capability views, and affiliated architecture through the development of performance specifications, Fleet operational or mission requirements, or other design documentation

-Experience with supporting operational analysis for S&T, R&D, or prototype capabilities, including developing scenarios, researching existing capability gaps, and planning, participating in, or hosting war games, such as warfighter simulation exercises

-Experience with developing concepts of operations (CONOPS) and concepts of employment (CONEMP) and performing Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) research, analysis, and document support

-Possession of excellent oral and written communication skills

Clearance:
