Key Role:
Provide technical capabilities to identify and evaluate laboratory systems and procedures related to foreign country capacity and capability to detect, diagnose, and report outbreaks of pathogens and diseases of security concern. Perform research, conduct interviews and assessments of human and animal public health systems and programs, including laboratory networks, diagnostics, detection of dangerous infectious diseases, human and veterinary infrastructure, human resources, and laws and regulations and write reports on the outcomes of research and assessments of disease surveillance programs and systems, including recommendations. Measure foreign laboratory diagnostic capacities and capabilities for compliance with international and US guidelines, regulations, and standards, including the US Select Agent Program. Interface with client science, technical, and program management personnel and work collaboratively with a team of technical subject matters experts, including science, disease surveillance, biosafety, biosecurity, and project management specialists. Provide input to procurement initiation documentation, including requests for quotation or proposal (RFQ/RFP), statements of work (SOWs), and performance specifications. Serve as an SME on proposal review teams and perform market surveys for potential procurement avenues.
Basic Qualifications:
-5+ years of experience with working in a clinical, public health, or animal diagnostic laboratory
-Experience with Microsoft Office, including Excel, PowerPoint, and Word
-Knowledge of biological science, laboratory diagnostics, and data analysis
-Ability to obtain a security clearance
-BA or BS degree in Biological Sciences or Public Health
Additional Qualifications:
-Experience with US biodefense research or policy and private or government sector consulting
-Experience in working with international programs and partners
-Experience in communicating with multiple and diverse audiences
-Knowledge of BSL-1-BSL- 4 laboratory requirements, international, and US guidelines and regulations, including the US Select Agent Program
-MA, MS, or MPH degree
-American Society for Clinical Pathology or another Laboratory Science Professional Certification
