Engineering and Solutions Contracts Manager

Key Role:

Lead the provision of contracts support for a portfolio of engineering and solutions engagements across the firm’s U.S. Government business and work closely with business stakeholders to help develop strategies and options for delivering engineering services and production sales. Review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements, applicable standards or regulations and develop and recommend bid strategies to manage risk across the portfolio of contracts/engagements. Assist with proposal development, including solicitation reviews, risk identification, and the development of mitigation strategies. Negotiate customer agreements, teaming and subcontract agreements, and contracts with government and commercial clients while working closely with procurement teams to identify and manage supply chain risks. Assist with negotiation and strategy for global supply chain vendors and partners and monitor performance for contract compliance and identify and escalate problems that may impact performance. Provide subject matter expertise and develop and maintain relationships with key government clients. This position is open to remote delivery anywhere within the U.S., including the District of Columbia.

Basic Qualifications:
-10+ years of experience with contract administration and negotiation
-6+ years of experience with engineering, manufacturing or production, fabrication, and product negotiations, including key terms, non-recurring engineering, ECP, warranties, and IP and pricing for a blend of commercial and government clients
-Experience with fixed-price engineering contracts, including contracts for the engineering lifecycle, systems delivery, fabrication, hardware production, product integration, and other engineering services associated with customized engineering, and COTS or GOTS solutions and in negotiating contracts with industry partners, including non-disclosure and teaming agreements
-Experience with all contract types, including fixed-price, T&M, and cost reimbursable

-Experience with other contracting methods, including Cooperative Research and Development Agreements (CRADA) or Other Transaction Authority (OTA), or with CMMI, ISO, ANSI, AS9100, and applicable EVM
-Knowledge of FAR and agency supplements

-Ability to obtain security clearance

-HS diploma or GED

-Possession of excellent customer relationship development and management skills with internal and external customers
-BA or BS degree
