Proposal Staffing Strategy Lead

Key Role:

Work as a part of a cross-functional team to create proposal staffing artifacts. Collaborate with market team leaders to create staffing solutions, ideal labor mix and level of effort (LOE), staffing profiles, additional Key Personnel qualifications, and organizational chart structure in conjunction with the technical solution. Ensure all staffing proposal components, including staffing plans, staffing slides, Key Personnel resumes, transition-in staffing, and staffing rationale are connected, integrated, and aligned to the technical solution and Task Order Requirements (TOR). Collaborate with other teams such as Pricing and Subcontracts, to integrate data across the proposal parts. Manipulate and analyze large data sets. Present the status of proposal artifacts to senior leadership at milestone reviews. Train and mentor colleagues who are in client-facing positions on proposal best practices. This position may be performed remotely and will require travel to Booz Allen sites in Northern Virginia, Central Maryland, and other locations. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

-5+ years of experience with federal proposals

-5+ years of experience as a program or project manager resourcing projects

-Experience with leading a proposal volume from inception to submission

-Experience in working with teams to extract, architect, and depict relevant data in spreadsheets and Microsoft PowerPoint presentations

-Knowledge of software development techniques, including Agile development, DoD cyber, and other technical elements

-Ability to use advanced functions within Microsoft Excel, including pivot tables and macros

-HS diploma or GED

Additional Qualifications:

-Experience with FEDSIM proposals

-Experience with federal proposal cost volumes

-BA or BS degree
