Key Role:
Serve as a leader within Booz Allen’s Global Supply Chain organization and lead our Supplier Diversity Program (SDP) team and Small Business Office (SBO) as the firm’s Small Business Liaison Officer (SBLO). Provide leadership and oversight of the company’s supplier diversity initiative aligned to Booz Allen’s DEI priorities. Lead the Small Business Program as part of the overall contract strategy and execution, including outreach initiatives, compliance, industry and government relations, and internal and external communication. Provide customer focused business development support, oversee our mentor-protégé program, coordinate and participate in outreach efforts, develop and brief metrics and reports, and support Small Business Program audits. Develop and lead the team towards a strategic vision, grow capabilities and offerings, and monitor and implement industry trends and best practices to meet business objectives and strategies. Interface directly with executive leadership and provide expert advice and counsel on small business contractual matters and regulatory and corporate policy compliance requirements. Due to the nature of work performed within this facility, U.S. citizenship is required. This position is a hybrid role with a combination of working at a Booz Allen office or client site and working remotely.
Basic Qualifications:
12+ years of experience in Small Business Office (SBO) and supplier diversity operations at a large organization in a highly matrixed environment
5+ years of experience leading a Small Business Office (SBO) or a supplier diversity team
Experience creating and providing regular updates to Supply Chain Management and Executive leadership concerning Supplier Diversity and Small Business Metrics
Experience monitoring firmwide supply base and establishing supplier diversity goals
Experience with small business industry trends and providing executive level briefings on SB performance and industry trends
Experience with leading corporate supplier diversity outreach initiatives, including supporting diverse advocacy groups, community-based organizations, and professional trade associations
Experience with supporting review, research, analysis, and resolution of inquiries raised by federal government small business professionals, including support of small business program compliance reviews, ensuring continued approved status of the company’s small business program
Experience with supporting proposal development efforts for Small Business Plans as required in government solicitations to ensure compliance to FAR 52.219-9
Knowledge of Small Business Federal Acquisition Regulations (FAR) requirements, including the small business reporting process, such as Individual Subcontract Reports (ISR) and Summary Subcontract Reports (SSR)
Bachelor’s degree
Additional Qualifications:
Experience with counseling, directly or indirectly, diverse owned businesses and Small Business concerns on subcontracting opportunities with a large business
Ability to represent the company as a subject matter expert at various Economic Inclusion and Supplier Diversity outreach events, building rapport and establishing relationships with key external partners, such as State and Federal Minority Business Offices, NMSDC, WBENC, NaVOBA, USHCC, USPAACC, USBLN, and NGLCC
Ability to represent Booz Allen and its Supplier Diversity Program through public-facing outreach events and participation in federal procurement Small Business supplier conferences and industry meeting
Ability to interface with government and government Small Business professionals as required
Ability to support Booz Allen’s Sectors in identifying opportunities to maximize diverse and small business utilization
