Budget and Accounting Analyst, Mid

As the budget and accounting analyst, you will assist the DoD’s financial department with day-to-day processing of financial transactions using the General Fund Enterprise Business System (GFEBS), Global Combat Support System-Army (GCSS-Army), Defense Travel System (DTS), and other applicable financial management systems in accordance with Army financial management regulations and fiscal law. You would also assist with scoping the audit engagement and help identify, document, and perform tests against internal controls. You would assist the Manager’s Internal Control Program (MICP) and Financial Improvement and Audit Readiness (FIAR) analyst test compliance against published policies and procedures and review internal control systems to determine their reliability and effectiveness. You Have:

  • 3+ years of experience with General Fund Enterprise Business System (GFEBS) and Defense Travel System (DTS)
  • Experience with Global Combat Support System-Army (GCSS-Army)
  • Experience with developing and executing budgets for a medium sized headquarters operation
  • Experience with performing financial audits as part of an internal or external audit department
  • Knowledge of OMB-A123, using and applying internal controls, including a control environment, risk assessment, control activities, or monitoring
  • Knowledge of federal financial management, Defense Federal Acquisition Regulations (DFARs), or statement of budgetary resources
  • Active Secret clearance
  • BA or BS degree

Nice If You Have:

  • Experience with Standard Finance Systems (STANFINS), Standard Operation and Maintenance Army Research and Development System (SOMARDS), GCSS-Army, Mechanization Of Contract Administration Services (MOCAS), Excess Defense Articles (EDA) , and Wide Area Workflow (WAWF)
  • 3+ years of experience with DoD accounting or auditing
  • Knowledge of generally accepted accounting principles (GAAP) and internal controls over financial reporting (ICOFR), and Office of Management and Budget (OMB) Circulars A-123, A-134, A-136 and other OMB policies
  • Knowledge of DoD and Army financial management policies and procedures, Army policies, systems, and procedures for personnel, acquisition, inventory, property, and material management
  • Knowledge of Financial Improvement and Audit Readiness (FIAR) guidance and requirements
