Security Cooperation Analyst

The Opportunity:

Provide analysis for security cooperation policy, process, authorities, and planning subject matter expertise to a DoD client. Gather data and conduct gap assessments in order to provide recommendations for security cooperation operations, activities, and investments that gain access and build requisite Allied and partner nation security force capabilities and capacity in partnership with U.S. interagency and international contributors. Support the development and implementation of an area of operations assessment, monitoring, and evaluation (AM&E) program that meets component, Combatant Command, and Air Force AM&E requirements. Attend conferences, military-to-military events, and exercises to support client requirements, as required. You’ll impact the work we do for the DoD and the solutions we deliver for DoD institutional capacity building and assessment, design, monitoring, and evaluation guidance and processes.

You Have:  

  • 6+ years of experience in working with US government entities
  • 3+ years of experience in working with the DoD security cooperation or security assistance programs
  • Experience with security cooperation planning and execution processes mandated by NDAA 17 and NDAA 2022, including Significant Security Cooperation Initiative (SSCI) centric planning and proposal or Partnership Assessment and Initiative Design Document (IDD) development
  • Experience with researching and analyzing the DoD and federal policies and directives and developing and presenting recommendations to support client requirements
  • Experience in coordinating and leading planning teams, working groups, and meetings with large groups
  • Knowledge of DoD institutional capacity building and the assessment, design, monitoring, and evaluation guidance and processes 
  • Ability to be a self-starter, work independently and as part of a team, manage competing priorities in a fast-paced environment, analyze complex data, and prioritize tasks
  • Ability to travel throughout the EUCOM and AFRICOM AORs 
  • Secret Clearance
  • Bachelor’s degree

Nice If You Have:  

  • Experience with researching and analyzing legislation and federal regulations, with an emphasis on security cooperation topics
  • Experience conducting assessments pertaining to US Geographic Combatant Command (GCC) partners, campaigns, or exercises
  • Experience with using Microsoft Office, including Word, PowerPoint, Excel, and SharePoint 
  • Experience with DoD pseudo-FMS/FMS equipment and training databases, such as SCIP, and DSAMS, SanWeb, and SC Databases such as Socium
  • Knowledge of US government security cooperation authorities and resources, including Chapter 16 of the FY17 NDAA
  • Knowledge of formal DoD and US Air Force staffing processes
  • Knowledge of project management concepts and processes
  • Possession of excellent verbal and written communication skills
  • Master’s degree in International Relations, Foreign Policy, or related field
  • Completion of DSCU Security Cooperation Management, Security Cooperation Management Policy, Programs, and Planning, or other similar courses or Security Cooperation Basic Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,300.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
